  4. Cultural Center • Open to the public free of charge • Computer resource center with unlimited internet access • Job training and counseling • Large group meeting rooms • Meeting place for independent organizations

  5. Site Location Criteria To be located… • Parcels within 150 ft of major roads • On vacant undeveloped residential property • Outside designated wetlands • Outside conservation areas • Outside of FEMA flood zones • In walking distance from Newberry High School
