1.0 Introduction • Regional Support Centre – Central consists of Kandy, Matale & Nuwara-Elya districts and O&M sections is managed by three O&M Managers (Kandy East, Kandy North, Kandy South). • GOSL is planning to provide additional 400,000 new service water connections by 1st Quarter 2015. • Inline with the above project RSC- C is planning to provide 43,100 number of new service connections. 4.0 Issues observed in distribution systems 4.1) Pipe line Extensions • Time taken for purchasing pipes, fittings and pumps etc • Documents are based on the data provided by OICs and may lead to issues of reliability • Time limitations to carry out network analysis and provision of Engineering drawings (Subsequently contractor submit the survey data) • Time limitations in the assessment of carrying capacity existing distribution systems • Possible no. of connections may vary depends on the actual requirements • Getting approval from relevant Road Authorities. i.e. Breaking of Asphalt /tar layer, reinstatement ( temporary and permanent ) • Contractor has to work in large coverage area • Connections to the existing system and interruptions Cont ……

4.0 Issues observed in distribution systems Cont …… 4.2) Provision of Service Connections • Delays in obtaining approvals for road crossings, damages to carriage way. • Delays associated with the purchasing materials • Payments related to individual service connections • Due to limitation of allocated time frame , pressure testing of the pipe lines will be done after providing service connection of the pipe line.(i.e. after fixing Ferrule , clamp saddle, etc.) • Delaying due to lack of required documents to provide service connections • Land problems to lay the service line • Proper safety arrangements • Pack Numbering , delaying in document transferring to main office, billing & collection problems.
