Objectives of the project 1. To carry out an environmental and socioeconomic analysis of the municipality 2. To design a sustainability management system in sitges 3. To implement and obtain the new european union - ecomanagement and audit scheme (emas) at the city council level (municipal administration) 4. To create the sustainability committee of sitges and to draw up the local agenda 21
5. To develop an intensive communication and environmental education campaign addressed to all the population and all the agents 6. To develop the different environmental programmes agreed in the forums and in the EMAS 7. To create the “sitges observatory of sustainability” (environmental and socioeconomic indicators)
Principles for an environmental municipal policy 1. To plan the urban growth with sustainability criteria 2. To provide the municipality with the infrastructures and services needed 3. To introduce and promote environmental management tools in the municipal council and in all the activities and organizations of the municipality 4. To create mechanisms of environmental information and awareness among the different sectors and inhabitants 5. To balance andintegrate services, work and housing through all the areas 6. To open participation in local development planning to all social and economic agents
Weak points of hundreds of LA21 in the world since Rio’92 1. Not extended in all the territories, yet 2. Voluntary commitment (not certified): low real application of the local action plans 3. Partial implication: focused mainly in one of the stakeholders: the local goverments and some sectors
