  2. IT Empowerment • IT empowerment is one of the minimum agenda points and Thrust Areas in the implementation of e-Governance • DACNET : A Scheme for bringing E-Governancein the Directorates and  Field Units of Department of Agriculture & Cooperation (DAC), Ministry of Agriculture

  3. DACNET Training One of the major components of the DACNET project is to provide IT training to officials of the Directorates and Field Units of DAC. To accomplish this huge task within the timeframe, this component has been entrusted [Vide Order No. 7(11)/1/2001-PS(T)/4694,4695&4696 dated April 02,2002] to three organisations of the Ministry of Communications & Information Technology Viz. RCC-Kolkatta, RCC-Chandigarh, ER&DCI-Noida

  4. Objectives • Effective utilization of IT resources at Directorates/field units • Active participation in Information Systems Development • Efficient management of Information systems • Capability building for Systems enhancement

  5. Objectives(contd.) • Database Creation and maintenance • Development of Knowledge based systems • Further strengthening Decision Support Systems • Enhancement of Portals and Ultimately to contribute in IT led Agricultural Development

  6. Course material • Uniform course content • Meet the specific requirement for e-governance • Interactive subject specific illustrations • Familiarize with the latest IT tools • Self explanatory for wider usage

  7. Training at the door steps • Reduced training over heads • Decentralized approach • Wider spatial coverage • Adequate training infrastructure • Sufficient practice sessions • Trained instructors

  9. Additional/Shifting of Centres • On the recommendations of PMC of DACNET project additional / shifting of centres were proposed to ensure Cent percent participation and to overcome TA/DA problems faced by the Directorates and field units. Additional CentresShifting of Centres Bikaner Gorakhpur to Lucknow Guwahati Bhopal to Budini Bangalore Trivandrum to Cochin Anantapur Guntur

Training Modules Courses Level • Office Productivity Tools A, B and C • Database Management A, B and C • Decision Support System A, B [G & NG] * • GIS & Remote Sensing A, B[G] * • CAD/CAM and SPSS A * (* More nominations can also be accommodated based on the needs of the Directorates and field units by the Training organisations)

  12. Status Report • Directorate, field unit-wise • course-wise • Group-wise (A, B and C) details are available on website http://dacnet.nic.in/

  13. Future plan of action • A survey will be Conducted at various levels in all the Directorates and field units on various courses. A proforma will be circulated soon in this regard. • A comprehensive analytical report on DACNET training will be submitted by NIC to the Ministry of Agriculture after completion of the project. • Remaining training programmes on DCA and DSS and GIS will be completed by April, 2003 by the agencies positively. • SPSS for Dte. Of E &S and CAD/CAM for four Farm Machinery Training and Testing Institutes will be completed by end of April, 2003.

  14. Future plan of action • A refresher course will be conducted in the identified centres. • All modules of DACNET training will be put on DACNET portal as a part of e-learning. • Few Specialized DACNET training courses will be conducted in the Phase II of DACNET project for Directorates and field units in the identified centres by NIC and DAC.

  15. Responsibilities • Training Schedules are to be circulated to the concerned Directorates/units at least 15 days in advance to get nominations by the Agencies with a copy to DACNET State Coordinator. • DACNET State Coordinators are requested to inform to all the concerned Directorates/field units located in their state. Address along with telephone numbers are available in the DACNET website.
