  6. BESST Objectives Objective 1:Improve Primary School Teaching Objective 2:Strengthen Teacher Training and Support Functions of the MoE

  7. Improve Primary School TeachingObjective 1 • Competencies in subject matter areas based upon teacher performance standards • Competency-based credentialing strategies • Education administration that supports quality teaching and learning in schools

Strengthen Teacher Training and Support Objective 2 • Capacity to formulate policies, plans and budgets • Teacher selection and development practices • Capacity to assess teaching conditions and teacher performance in the classroom • Build institutional capacity to enable data based educational decision making (EMIS)

Key Outputs in Year 1 • Capacity building within Teacher Ed and Planning Departments • Education Management Information System (EMIS) • Develop training courses for admin training (PED, DED, headmasters) – Delayed • Demonstration clusters in Jawzjan and Saripul provinces • 5 year strategies for MoE in INSET, PRESET, Standards, Distance Education, and M+E • Radio Teacher Training revitalized and expanded to multi-media presentation; MoE trained

Essential Requirements forBESST Success • Consistent and strong support from MoE for project innovations and pilots • Commitment from MoE and and MoHE to implement common policies • Creative Associates maintains appropriate staffing • Consistent commitment of funding from international donors (World Bank, GTZ, JICA, and DANIDA) • Funding transfer mechanisms from center to provinces • Effective coordination between key program elements • (Relatively) Secure and stable security environment
