Combatant Commander How an RFF is Filled #1- The Combatant Commander identifies theater requirements and relays to the Joint Staff Joint Staff/JFCOM #2- The Joint Staff validates and tasks the Service (USFF) to provide the ability to support a specified capability. USFF BUMED #3- USFF tasks BUMED M3 to fill the requirement BSO 18 #4- M3 tasks Region(s)/NMSC (BSO 18). MTF/Others #5- The Region/NMSC tasks to MTFs/Others.
