  2. What Is Debating? • A debate is when two teams present opposite sides of an issue before judges.

  3. Debate Topics • The topic is called a resolution. • A resolution is a single idea that can have strong arguments for it and strong arguments against it. • The resolution is worded in a positive manner. (Be it resolved that…)

  4. Debate Rules: Officials • A moderator presides over a debate. • The moderator does not judge the debate. • The moderator’s role is to maintain order and enforce rules.

  5. Debate Rules: Officials • A timekeeper is present at each debate. • The timekeeper’s job is to time all speeches, giving a 15 second grace period to each speaker.

  6. Debate Rules: Officials • Judges score each presenter. • The judges’ score determines which team wins the debate. • It is impossible for there to be a tie in debating.

  7. Debate Rules • Debaters must always conduct themselves with dignity. • Debaters must not disrupt an opponent’s speech by any interruptions or distractions.

  8. Debate Rules • All facts presented by debaters must be accurate. • Debaters must be prepared to cite specific authorities for all facts.

  9. Debate Rules • Only debaters and officials may speak during a contest. • Debaters usually stand to deliver all speeches. • Debaters must not read their speeches.
