  10. Welfare Reform • Government believes reform is needed as the current system is too complex and work incentives are poor. It also aims to save £18bn per year by 2014/15 • Changes include: Universal Credit; Housing Benefit; Council Tax Support; Benefit Cap; Incapacity Benefit reassessed; Social Fund; Personal Independence Payment; Pensions; Child Benefit and Tax Credits • Potential impact very significant for households and for the city’s economy.

  12. Joining up public services £5.6m Govt Funding to tackle ‘problem’ families = £5.6m to reinforce our work on successful families Education Social care Police Housing Health VCF Keyworkers

  13. Where are the opportunities? • Transforming interactions between people and services: • Democracy (voting, webcasting Council) • People in control – choice of channel, time, place • Engagement – eg. crowdsourcing • Transparency – ‘armchair auditors’

  14. Where are the opportunities? • Reform of public services: • Shared services • Personalised and household-focused • Efficient and intelligence driven (eg. GIS) • Providing a joined up back office • Digitisation – channel shift – self-service • One access point? • There’s less money, more people, more ambition • Harness IT innovation to provide new solutions
