  3. The higher education system in Serbia is governed by the Law on Higher Education , published in the Official Herald of RoS, No. 76/05, 100/07, 97/08 and 44/2010.

BODIES OF A HIGHER EDUCATION INSTITUTION A higher education institution has: • The Council; the administrative body of a higher education institution • The executive officer; • University - Rector; • Faculty, - Dean; • Aacademy of professional career studies, the President, or Director • The professional bodies; Education and scientific teaching staff committee and • Students’ Parliament. The Statute of the higher education institution shall determine its bodies, in accordance with the law and the Founding Act.

  10. Students’ Parliament Students’ Parliament is the body of a higher education institution. The manner of election and the number of members of Students’ Parliament is established by the general act of a higher education institution. The right to elect and be elected members of Students’ Parliament have all students of a higher education institution. Members of Students’ Parliament are elected for a period of one year.

With a view to exercising the rights and protecting the interests of students, Students’ Parliament select and de-select students’ representatives in the bodies of a higher education institution. Students are account for up to 20 per cent of the members of the professional bodies and Councils.

  13. The professional body of a higher education institution decide the issues of interest for the realization of study programmes scientific, research and artistic work. In discussing and/or deciding the issues related to study programmes quality assurance, reform of study programmes, analysis of study effectiveness and the determination of the number of ECTS credits, representatives of students shall take part in professional bodies and their organs.

  14. Competencies of the Council • adopt the Statute at the proposal of the professional body; • select and de-select the executive officer; • adopt a financial plan at the proposal of the professional body; • adopt the report on the activities and the annual balance sheet, at the proposal of the professional body; • adopt the investment plan at the proposal of the professional body; • grant approval for decisions in respect of the management of the property of the higher education institution; • grant approval for the distribution of financial resources; • decide on the amount of the tuition fees at the proposal of the professional body; • submit, at least once a year, a report on the activities to the founder; • adopt a general legal act on disciplinary responsibility of students; • select an external auditor of the financial operation of the higher education institution;
