  2. Objectives • Provide an overview of the Measurable Objectives Report • Explain goals and targets for each of the six Annual Measurable Objectives (AMOs) • Highlight resources that explain the assessment AMOs in greater detail

What is the Measurable Objective Report? • The Measurable Objective Report is a new web-based authenticated application that replaces the AYP/QPA accountability system • The change is a result of the ESEA flexibility waiver • The report currently displays the goals and targets for each of the AMOs and Spring assessment data is scheduled to be included in May • The AYP/QPA reports are still available for viewing previous years assessment data

  5. Navigating the Measurable Objectives Report • Each building will have an AMO for achievement, growth, reduction of non-proficient, gap and participation • High school buildings will have an AMO for graduation

AMO Targets • The Achievement and Reduction of Non-Proficient targets are based on 2011-2012 data • The Gap target is based on 2010-2011 and 2011-2012 data • The Growth target is set at the 50th percentile based on 2012-2013 data. • The Graduation target is 80% • The Participation target is 95%

Subgroups • All Students • Free and Reduced Lunch • Students with Disabilities • ELL • African American • Hispanic • White • Asian • American Indian or Alaska Native • Multi-Racial • Native Hawaiian or Pacific Islander • LP30 (only in Gap AMO) • Any subgroup with an n size of ≥ 30 will have an AMO determination in Reduction of Non-Proficient, Graduation and Participation

  8. Achievement AMOs • The AMOs for achievement are determined by a building's Assessment Performance Index (API) score and its percentage of students below standard. Both conditions must be met in order to make a building category. • If a building exceeds its % of students below standard limit, it's moved to the next lower level. • Each building category has a specified rate of improvement, or number of API points, that produce the building AMO.

Growth AMO • To achieve the growth AMO a school must have a median student growth score that meets or exceeds those of half the schools in Kansas. • Your building's 2013 Median score for reading and math will be compared to the 2013 range of median scores for all buildings to determine AMO status.

  13. Reduction of Non-Proficient AMOs • The goal of this AMO is to reduce the percentage of non-proficient students (RNP) in half by the 2017-2018 school year. The RNP calculation is applied at the district, building, and subgroup level to create a unique RNP AMO for each. • Subgroups with an n size of ≥ 30 will have an AMO determination. • If the All Students subgroup is less than 30 then the current year plus 1 or 2 prior years are merged to create an All Students group of 30. Only the All Students group is merged if less than 30.

Gap Reduction AMOs • The goal of the Gap Reduction AMO is to reduce the gap between the state benchmark and the lowest performing 30% (LP30) of students by half by the 2017-2018 school year. • A building may also achieve its Gap Reduction AMO by demonstrating an API score of 500 or greater for its LP30. • Each building has a specified rate of Gap reduction.

  17. Graduation AMOs • The overall AMO for graduation is 80%. Graduation AMO can also be met by achieving a 3% improvement if the prior year rate was greater than or equal to 50% but less than 80%, or by achieving a 5% improvement if the prior year rate was less than 50%. • The AMO can be met by either the 4 year or 5 year rate calculation.

  19. Participation AMOs • The AMO for participation rate is 95%. The AMO is calculated for the "All Students" and for subgroups with at least 30 students. The AMO of 95% applies to both reading and math. • The AMO can be achieved by meeting the participation rate in the current year. • The AMO can also be achieved by a 2 year or 3 year participation rate average that is equal to or greater than 95%.
