NMCCMC LOCAL GOVERNMENT CAPACITY BUILDING FRAME WORK • Bench marking of post levels • NT and decog are compiling regulations together • IMFO sits on the committees to give inputs from practitioner perspective • IMFO has given inputs directly to the minister of Decog • Take part in academic research project Institute of Municipal Finance Officers

UNCTAD INTERNATIONAL ACCOUNTING REPORTING FRAME WORK • UKZN has been appointed by the UNCTAD to facilitate the process of creating international standard reporting standards, this includes private and public sector reporting • IMFO sits on the committee with SAICA on this committee with other private sector PB’s Institute of Municipal Finance Officers

TCF WORKING COMMITTEE (LG PROCESSES AND FINANCIAL IT SYSTEMS) • NT is busy compiling a standard IT framework for Municipalities • Assessing applications for new IT system • IMFO sits on the committee • This project is in its infant stage and is turning out to be more complex than NT thought it would be. DRAFT POLICY FRAMEWORK FOR THE ESTABLISHMENT OF THE VALUER-GENERAL AND THE VALUATION COMMISSION • As a response to the draft bill imfo held a meeting involving IMFO’s ‘Bean Counters’, municiplValuers forum and SALGA. • A strategy was formulated to respond to SALGA and comment to the Ad hoc parliamentary committee of land Affairs Institute of Municipal Finance Officers

INDEPENDENT SYSTEMS MARKET OPERATOR DRAFT BIL • What is the role of ISMO • Will municipal electricity infra-structure be transferred to ISMO • Will local government constitutional rights be affected by the establishment of ISMO • In the latest draft bill municipalities fall under the definition of ‘Customers’. This definition has not been unpacked yet. This is a serious concern • Imfo is following up to ensure that we give input to the situation of LG Institute of Municipal Finance Officers

MINISTER OF DECOG’S REMARKS DURING A SERVICE DELIVERY PROTEST AT RATANDA • The minister told the community that they can buy pre-paid electricity while their other services are in arrears. • He also said that he will arrange that eskom supplies electricity to ratanda and take the provision of electricity away from the municipality • The impression was created that the munic was wrong.

NATIONAL ESTUARINE MANAGEMENT BILL • Each municipality that has an estuary must create and pay for an Estuary Management Plan • ECM must form part of munic IDP and Costal management Plan • Constitution says that LG is responsible for the environment. • This is an unfunded mandate.   10. PROFESSIONALISATION OF IMFO • IMFO lost statutory professional status in 2005 • Board for Municipal Accountants was repealed • Protracted SAQA process to register the designations • In the new NHEQ framework PB’s were left out Institute of Municipal Finance Officers

Professionalisation of IMFO continued • Fasset PB forum attempts to gain recognition for all PB’s in finance sector. • SAQA wants all PB’s to register designations • IMFO applies to register designations on SAQA framework • Min of NHED prescribes that graduates have career paths in PB’s in all professions Institute of Municipal Finance Officers

IMFO ASSISTANCE WITH THE DEVELOPMENT OF THE CURRICULUM FOR THE NEW PROFESSIONAL DIPLOMA IN LOCAL GOVERNMENT FINANCE • NHED wants to move away from unit standard based education to notional hours study i.e. Professional degrees and diplomas. • IMFO sits on the advisory committee at TUT and NT to develop the syllabus of the professional diploma in public finance. • On completion of studies graduates must have a PB to find a career path in.
