  2. Agenda Discussion a. Long term water improvements including total replacement of existing water lines and connection to the Consolidated Halfmoon Water District. b. Total repaving of roads located within the Pruyn Hill Development. c. Completion of Pedestrian Safety Improvements on Pruyn Hill Road including sidewalks, re-alignment and re-paving of lower Pruyn Hill Road.

  4. Project Objectives a. Connect Pruyn Hill Water District (Water District #1) to the Town of Halfmoon. Residents will become part of the Halfmoon Consolidated Water District. b. Total replacement of 8,100 linear feet of water main and water service. This includes replacement of all water valves and hydrants, and a new PRV pit. c. All of the roads located within the development and affected area will be resurfaced. d. On Pruyn Hill Road, construction of an off road pedestrian sidewalk to connect from the City of Mechanicville to the Mechanicville City School District Campus. Sidewalk to be maintained by the Town of Halfmoon. **Also includes realignment of Pruyn Hill Road to accommodate installation of the sidewalk.

  6. Project Benefits a. Connect Pruyn Hill Water District to Consolidated Town Water District b. Replacement of failing water mains c. Increased water pressure (2x on average) d. Enhanced Fire protection- I. New pressurized hydrants II. Contact insurance company-possible premium discount e. Newly paved streets f. Provide dedicated safe travel for children walking to school

  7. Project Costs a. Total capital cost for water line replacement and repaving of roads is estimated to be $2.2 million dollars. This will be completely paid for without public borrowing. Monies from GE lawsuit are being used to pay for these upgrades to this entire area and to provide a better water system for Pruyn Hill residents and better connections for entire Town. b. Safe Route to School Sidewalk project total cost is $385,000. I. The Safe Routes to School (SRTS) Program has allocated $259,000 for Design and Construction- 100% Federal funding. The Town did not have enough funds to complete the project initially. Town sought additional grant funding. II. 2016 Transportation Improvement Program (TIP) provided funding through the Surface Transportation Program (STP). $126,000 for construction- 80% federal match ($100,000) and 20% local match ($26,000).

  8. Project Costs c. What is the cost to each homeowner? I. As part of the consolidated water district, each homeowner parcel will pay $156 per year in debt service charges. This is an existing debt obligation that all district users pay. It will appear on your tax bill in 2018. II. Water rates will decrease. Currently, residents in Pruyn Hill pay $7.38 per 1000 gallons. The current rate for the consolidated water district is $4.25 per 1000 gallons. We want you to know your cost. All residents will be handed out a water summary based on their usage so individually you can look at your cost and how this affects your household.

  9. Project Construction and Completion Timeline ESTIMATED a. Field Services (Survey, Boring, etc) - November and December 2016 b. District Formation Services - January thru March 2017 c. Design of the water line replacement - January thru March 2017 d. Regulatory Approvals - March and April 2017 e. Project Bidding - May 2017 f. Construction – I. Replace water lines & roads- June thru August 2017 II. Sidewalks project - June 2017 after school recess g. Transfer Water Services - August and September 2017 h. Completion of Sidewalk project - August 2017 i. Road paving & restoration - September 2017 j. TOTAL PROJECT COMPLETION- ESTIMATED October 2017

  10. We Need Your Help a. Especially during the summer period, there will be a significant amount of construction going on in the development and on Pruyn Hill Road. We need your patience and understand there will be some frustration. b. Call, email or visit us personally if there are any issues whatsoever. The Town of Halfmoon staff will do its best to keep you updated as to the progress. c. SIGN UP FOR OUR EMAIL GROUP for updates as we get more timely and updated information. If you do not have email, give us your telephone number or another way to communicate with you. d. Our goal is NOT to shut down Pruyn Hill Road at any time. There may be one lane access or short route diversions, but our construction team will work to ensure the main road remains open.
