Building National Capacity in Road Safety Research within Oman Abdullah Al Maniri
The Road Safety Research Program • TRC strategic program established in 2010 • A Steering Committee of all involved stakeholders was formed. • Both commissioned and competitive research grants were used to attract researchers
MISSION Reduce road traffic deaths and injuries by building knowledge and capacity in road safety and facilitating the development of evidence-based road safety interventions.
OBJECTIVES • Encourage researchers from inside and outside the Sultanate to provide research proposals aimed at reducing the problem of traffic crashes in Oman • Increase research capacity in the field of road safety by supporting graduate students working in the research proposals submitted • The provision of scientific research results to decision-makers in the relevant authorities for use in the preventive measures and planning to reduce the problem of traffic injuries
Road Accident Data Management & Analysis System • Good crash data system is the foundation of road safety management • There is no substitute for good crash data • Somewhere we have to start, sustain and evolve the whole process • Several successes, proven processes and methodologies available
Crash data is vital for multi-sector accountability Accident Prevention (of Future Problems) National Road Safety Committee Annual Statistics National Road safety Plans Legislation Accident Reduction and Mitigation (of Existing Problems) Urban & Rural Planning Highway Geometric Designs High Risk Sites, Mass Action etc. Low Cost Engineering Measures National Coordination CRASH DATA MANAGEMENT SYSTEM Education in Schools & Communities Driver Training Engineering/ Planning EVALUATION Publicity Campaigns Targeted Remedial Programmes Education Driver Testing Vehicle Testing Enforcement Driver Spot Checks (eg. Speeding, drugs ) Vehicle Spot Checks Medical Factors Ambulances First Aid (Police - Public) Emergency Telephones Hospital Facilities
Heavy vehicles safety • Review of all crash data • Review & situational analysis of HV fleet operations & internal company management & control system • Drivers survey using work place safety theories and deterrence theory
Novice drivers Safety • Understand key risk factors for motor vehicle crashes and associated injuries among novice drivers. • Inform countermeasure development (including graduated driver licensing). • Provide information to benchmark and monitor progress in novice driver safety.
Other research projects-2014 • Improving Trauma Care Systems to Reduce the Burden of Road Traffic Injuries in the Sultanate of Oman, Johns Hopkins Bloomberg School of Public Health • Prevent Accidents and Injuries on the Road – PAIR. – Strengthening preventive efforts in speed management in Oman, Karolinska Institute, Sweden.
Future Projects • Safety corridor • Estimation of socio-economic cost of road traffic crashes in Oman
