Goal To enhance State Agency Liaisons understanding of the roles, responsibilities and functions of State Emergency Support Functions, resulting in an ability to more effectively employ a wider range of supporting state agencies and organizations during times of emergency or disaster.
Objectives • State Agency Liaisons will be able to describe the organization, role and responsibilities of their State Agency in its assigned Emergency Support Function (ESF). • State Agency Liaisons will be able to list the appropriate supporting state agencies to their corresponding ESF based on the state agency’s mission, organization, capabilities limitations and constraints. • State Agency Liaisons will be able to describe the process used to analyze Requests for Resources in order to determine the most effective and efficient use of resources to execute ESF taskings from the State EOC.
Sequence of Events • March 2010 - Review of ESF responsibilities outlined in the CEMP • Homework – Develop one – two page agency capabilities fact sheet – coordinated and vetted through parent state agency • April 2010 – Email cover letter and fact sheet format to SALs (homework assignment to present at next SAL Meeting) • Review of SA policies and procedures for support to the State EOC • Review of existing SA resource staffing processes and procedures • Inventory of SA capabilities, limitations and constraints • May 2010 – Seminar/Workshop • ESF capabilities discussion – primary and supporting agencies (capability fact sheets – primary reference to facilitate discussion)
