BACKGROUND • The City has been awarded funding under the 2009 ARRA through the U.S. Department of Energy (DOE) • $4.7 million has been allocated to LAHD for the Energy Efficiency Retrofit Pilot Program • The goal is to improve energy and water efficiency in approximately 10 existing affordable multi-family housing developments by awarding a maximum of $500,000 per project
EECBG AWARDS Of the $4.7 million allocated to the Energy Efficiency Retrofit Pilot Program, one-third will be awarded proportionately to each of the following types of housing projects: • Multi-Family • Single Room Occupancy (SRO) • Senior
NOFA AWARDS • For all 2010 Round 3 program categories, the number of allocations will be limited to three projects for any one owner/developer • If the same project is awarded resources under two different program categories (i.e., EECBG and Mixed Income), it would be counted as one allocation
ELIGIBLE PROJECTS/PROPOSALS • Existing affordable housing projects that propose energy efficiency increases of 20 - 40% • Projects with existing or proposed affordability covenants of an initial term of 30 years
DAVIS BACON WAGE REQUIREMENT • Projects receiving an EECBG award are subject to Davis/Bacon Wage Requirements
THE EECBG APPLICATION • EECBG NOFA Application • EECBG Property Information Questionnaire • Required Attachments: • Past three years’ audits • YTD financial statement • Statement of replacement reserve balance • Two years utility data • Regulatory Agreement/Affordability Covenant
APPLICATION CHECKLIST • Section A – LAHD Application • Section B – Organizational Documents • Required if existing project does not have an LAHD loan • If the organization has an existing loan on another project, organizational documents
APPLICATION CHECKLIST • Section C – Relocation Documents • If the scope of work requires tenant relocation • Section D – Construction Related Documents • Due at time of application: Davis/Bacon Wage Statement • Due upon project receiving an invitation to submit Energy Audit: Construction Cost Breakdown and Engineering Inspection Report
RANKING • Enterprise Community Partners will assist with the initial screening • Ranking will be based onRetrofit Potential Building Ranking Methodology • After the initial review, each top ranked EECBG applicant will be invited to submit an Energy Audit
RETROFIT POTENTIAL BUILDING RANKING METHODOLOGY • Heschong Mahone Group created the “navigational tool” • Adapted to rank buildings based on potential for energy efficiency improvements through “whole building” retrofit • Based on information submitted on “EECBG Questionnaire” • Analyzes building information to make this determination • Types of systems • Age of systems • Compares existing equipment to latest market standard
BUILDING INFORMATION ANALYSIS • Breaks out potential areas for improvement into 4 categories: • Building Envelope • Heating, Ventilation, & Air Conditioning (HVAC) • Domestic Hot Water (DHW) • Lighting
BUILDING INFORMATION ANALYSIS Identifies specific areas for improvement within 4 categories. Example: Category 1 – Building Envelope • Wall insulation • Year installed or replaced? • Roof insulation • Year installed or replaced? • Window replacement • How old are the windows? • Single or double pane?
TIE BREAKER • If buildings have the same energy efficiency improvement potential rating, the following will be used to break the ties: • Size of property – the greater number of units • Energy intensity per square foot (for master-metered buildings)
ENERGY AUDIT • The energy audit must be conducted by a certified professional satisfactory to LAHD • The audit will determine baseline energy usage and establish a scope of work • Projects that cannot achieve a minimum 20% improvement may be deemed ineligible for funding • Funding for energy audits for non-profits may be available through Enterprise
APPLICATION SUBMITTAL For each project, one original and one copy of the EECBG NOFA Application, Questionnaire, and required attachments must be submitted prior to the application deadline.
