C’est quoi? • Une association du personnel fondée en ‘98 • Objectifs : promouvoir réforme des institutions • Améliorer la gestion pour plus d’efficacité • 98-99: Responsabilité, Transparence, Qualité • Contributions task forces réforme et dialogue syndical • 2000 : R+T, Efficacité & Gestion changement • Suivi et commentaires, collaborations avec ADMIN • 1,600 personnes sur notre mailing list • surtout personnel de la Commission • syndicats, administration • personnel d’autres Institutions UE • professionnels de la gestion,“amis d’EuReforme” 2
Objectifs 2005 • Promouvoir une amélioration de la gestion de la Commission pour : • permettre aux institutions d’atteindre leurs objectifs • améliorer efficacité et satisfaction du personnel • Démontrer aux collègues, partenaires externes et public que la Commission fournit des résultats • Utiliser les réformes de la Commission • Pas de changement du statut 3

Philosophy of Good Management • Leadership & Vision: • Define the Commission’s mission inmeaningful & inspiring terms • Procedures must be a repository of knowledge & good sense • should be widely-known practical principles, with individual responsibility for their implementation • Staff are our primary source of value: • Watchwords should be responsibility, trust, accountability, support & development • A good organisation listens to its staff 6
EuReforme's 12 Points • Set out a vision of “Tomorrow’s Manager” • Set up an internal management consultancy service • Ensure that strategy leads to results • Consult on ideas, not just on final products • Re-vitalize the e-Commission agenda 7
EuReforme's 12 Points(2) • Ensure transparent recruitment, based on the skills required for the job • Value & develop everyone’s skills • Use Assessment Centres for management appointments • Create a Leadership and Management Development Programme • Establish the principle that all Units should be organised in small teams • Discuss appraisal separately from promotion & integrate 360º evaluation 8
