SAO PAULO’S IMPACT • Largest city in Southern hemisphere • São Paulo consists of 39 municipalities in total, and a population of 19,889,559 • World's sixth largest city by population • The city has an area of 1,575 square kilometers • Metro: 7943 Square kilometers
SAO PAULO’S IMPACT • The Biggest Financial Center in Brazil • The city governance of São Paulo is extremely critical to state level governance • Executives in São Paulo usually have strong influence over national issues • Many politicians use participation in São Paulo politics as a stepping-stone for national level political involvement
THE LAST PREFECT ELECTION • Prefect = Mayor • Term is 4 years • Jose Serrá and Gilberto Kassab 2006 • Gilberto Kassab (Liberal Front Party) and Marta Suplicy (Workers Party) 2008 • Kassab wins 2008 election
WHEN IS IT? • Elections will be held in October, 2012 • Municipal elections are every 4 years • Federal and State elections are on a different rotation with the next election in 2014
WHAT IS AT STAKE? • Over 130 million Brazilian voters will cast their votes (compulsory voting) • Control of the 6th largest city in the world (largest in Brazil) • 11 million Paulistanos living in a metropolis of 40,000 high-rises (most in the world) • Financial and economic heart of Brazil
IMPORTANT ISSUES • 66% of voters think the PSDB Party candidate would leave his post if elected • PT candidate suspected of corruption in his previous position as ministry of education • Lack of necessities: over half of country • My House My Life, investment in housing priced under R$130,000
MORE ISSUES • Police Pacification Units move into favelas and take control, eventually turning it into a “neighborhood” • Very advanced Metro system that is supported by politicians • Housing market and economy have been shaken by international recession
THE CLASSES • The upper classes are concerned about government funded subsidies for housing and education • They fear the inevitable “fixing” of the divide between classes • The poor require better pay, access to education, and protection from gangs • Food and housing costs are especially difficult to find
JOSE SERRA • Declared for months to the public that he had no interest in running • Made the decision to run for Mayor two weeks before his party, the Party of Brazilian Social Democracy (PSDB), held its primary • Won his party’s nomination on March 25th
JOSE SERRA • Two of four potential candidates stepped aside for Serra • Former mayor, state governor and twice ran for and lost the presidency • Serra’s stepping down after 15 months as mayor (instead of serving a four-year term) to run for state governor is seen as his biggest political liability
FERNANDO HADDAD • Lula convinced the Worker’s Party (PT) to drop Suplicy and to choose Haddad for the party’s nomination instead • Former education minister • Virtually unknown in Sao Paulo
FERNANDO HADDAD • The PT was close to creating an alliance with current mayor Kassab • This would leave the PSDB isolated • When Serra was announced as the party’s nominee the alliance didn’t happen because Kassab and Serra are friends • The fight between Haddad and Serra will continue a decades-long rivalry between the PSDB and the PT
CLOWN TIRIRICA • Real name is Francisco Everardo Oliveira Silva • Ran with the Brazilian Republic Party (PR) to represent Sao Paulo in Congress in 2010 • Used slogans such as “What does a congressman do? I really don’t know, but if you vote for me, I’ll find out” • Won in a landslide and became the second most voted for congressman in Brazil’s history
CLOWN TIRIRICA • Now running for mayor of Sao Paulo as the PR party’s nominee • This will most likely be used as a strategy to hinder Haddad’s candidacy
