Poor information provided on: • (iii) the procedure followed in the decision making process, including channels of supervision and accountability; • (iv) the norms set by it for the discharge of its functions; • (v) the rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions;

  3. TRANSPORT DEPARTMENT The Commission directed that in compliance of Section 4, names of those who apply for Pensions and Provident Funds are put up on the website as soon as the application is received within a week. The action taken on these must also be displayed giving dates. If any applications are pending for over 30 days this should be mentioned giving reasons. These details shall be updated every week and the date of updation will be mentioned on the website The direction does not appear to have been complied with.

  4. DRUGS CONTROL DEPARTMENT Drug Controller was directed to ensure that the list of pharmacists working in medical stores along with their names and addresses shall be put up on the website before 15 August 2009. Website: www.drugscontrol.delhigovt.nic.in Zone-wise list has been uploaded

FOOD SUPPLIES & CONSUMER AFFAIRSDEPARTMENT The PIO was directed to ensure that the names of those who apply for ration card, dates on which they apply and dates on which ration cards are given should be put up on the websites of the Public Authority under Section 4 of the RTI Act, 2005. If any applications are rejected this should also be put up with reasons for rejection.   7. DEPARTMENT OF URBAN DEVELOPMENT The Commission directed the PIO that disclosure of funds allocated for MPs, MLAs and Councilors be displayed on the website project-wise and date-wise. Website:http://www.delhi.gov.in/wps/wcm/connect/doit_udd/Urban+Development/Home Link has been created and the information has been uploaded.

DEPARTMENT OF SOCIAL WELFARE The PIO was directed to ensure that the name, age, address, date on which application received/rejected, reasons for rejections etc. of applicants under Senior Citizen’s, Widow pension and other such schemes must be put up on the website. LAND & BUILDING DEPARTMENT The Divisional Commissioner of Govt. of NCT of Delhi was directed to ensure that details of compensation and rehabilitation to the Metro Project Affected persons who have been displaced must be made available at least on the website. Besides, the Commission also directed that in compliance with Section 4 requirements details of the project affected persons and the rehabilitation due to them is made available suo moto before 15 August 2009. The Public Authority gave a complex explanation as to why this direction could not be complied with.

DIRECTORATE OF EDUCATION The Commission directed the PIO to ensure that in compliance of Section 4, 980 Government schools should display: • The entitlements of the students and all welfare schemes applicable to the students. This should also display the dates by which these entitlements have to be provided. • The last date by which the student diaries should be given to the students. • Information about the Education Officer and the Deputy Director of Education who is in-charge of the Zone and the District. • These will be displayed prominently in all schools in Hindi and English and also on the website of the Department. North West – (A) District has confirmed that boards are displayed at 98 Schools.Some others have also complied. Monitoring being done by NGOs.

MUNICIPAL CORPORATION OF DELHI The Commission has directed MCD to ensure that the following information is put up on the website: • List of all building plans received for approval; • List of buildings plans given approval; • Dates on which sanction has been given; and • Dates on which completion certificates and occupation certificates given. The Commission has been informed that the information is ready but their website has been hacked. The information will be displayed shortly.

  15. UNIVERSITY OF DELHI The University of Delhi and its 86 colleges have been directed to ensure that Section 4 obligations are complied with. The University is getting its act together. It has put up the budgets on the website. Over 40 colleges have complied.

  16. OPPORTUNITY FOR INFORMATION COMMISSIONS Section 4(1)(b)(xvii) ‘such other information as may be prescribed’ offers an opportunity to make information of interest to citizens available in the public domain.: Challenge: Monitoring compliance.

  17. Section 4 impediments • 1. Culture of Transparency. • 1. Widespread illiteracy (Computer) amongst Government staff. • 2. Centralized webupdating.
