  3. Florida Statutory Requirements • 937.021 Missing Child Reports • 937.022 Missing Children Information Clearinghouse • 937.024 Office of Vital Statistics • 382.355 Birth Records of Missing Children, Registrars’ Duties

  4. A Missing Child Triggers Several Agencies into Action

  5. A Missing Child May Be • Child who has run away voluntarily • Child abducted by a parent • Child who is missing & maybe endangered (physical) • Child who is missing involuntarily • Child who is missing & has a disability (medical)

  6. Once Missing Report is Filed • May be released as an Amber Alert or Missing Child Alert • Law enforcement agency having jurisdiction contacts Florida Department of Law Enforcement (FDLE) • State coordinator sends out alert statewide or as appropriate

  7. File Matched to Database • FDLE forwards a weekly file to Vital Statistics • Information matched against Florida birth database • Information match based on: • Child Name • Date of Birth • Sex

  8. Record Match • “Flags” birth record • Prevents record from being printed statewide • Alert Message displayed for any attempt to display or print record • 67 counties & state office contacts clearinghouse for up-to-the minute status of case

  9. Manual Backup to Electronic System • Bi-weekly hardcopy list mailed to each county office that still has hardcopy birth records, indicating a missing child born in their county has been reported • County office pulls copy of record & forwards to state office

  10. Request Received in Mail • Determined to be missing child • Must contact clearinghouse with completed application • Applicant’s name • Address • Phone number • Photo copy of driver’s license

  11. In-person Request • Contact clearinghouse with completed application • Applicant’s name • Address & phone number • Photocopy of applicant’s driver’s license • Write down physical description of applicant • Advise applicant that copy will be mailed to residence • Follow clearinghouse instructions

  12. Details Are Important • In 2007, 50,950 children were reported missing to FDLE • On any given day, 3,000–3,500 children are active in system as missing
