Collaboration in MoCo • Began with “New Unionism” • Focus on the quality of teaching and learning • Negotiations in the late 90’s- Interest Based Bargaining • Why IBB matters, even if you can’t bargain • What we want in the classroom is what we should want for everyone
Teacher Professional Growth System History in MCPS • Classroom teachers appointed by MCEA at the table, along with school system leadership and school administrators, in the development, implementation and evaluation of the PGS between 1997 and today • Intended to decrease the traditional isolation of teachers, increase the role of peers in assisting peers, and allow more time to collaborate with colleagues • Negotiated into Union contract beginning in 2000 • Phased in since beginning in the 2000-01 school year • There is a joint committee of union and school system leadership that continue to meet monthly to review implementation and make modifications as appropriate • As a result of our success with the Teacher PGS, there are now similar systems for both administrators and supporting services
Context for T PGS • The concept of the PGS is based on research that showed a good teacher is the most important factor in student success. • Initiated by MCEA as a part of its focus on Teacher Quality. • A comprehensive professional growth system that was created jointly by the teachers’ union and the school system. • The T PGS is not the typical approach to evaluation and professional growth and development in public education.

How is collaboration started? How is collaboration sustained? • Find small wins on non-controversial issues • Talk about interests • Establish processes & structures • Incorporate IBB thinking into many conversations • Don’t be positional • Brag in public • New superintendent
Other thoughts “How do we move from islands of excellence- which exist today in virtually every school district – to systems of excellence which unfortunately today are much harder to find? Many of the answers lie in the Montgomery County story.
