Research Questions • RQ1 - Do the four types of RIA exist in Europe? • RQ2 - How does interaction among constellations of actors involved in specific appraisals drive RIA towards one type of another? • RQ3 - What are the scope conditions for the different usages? • RQ4 - What are the wider political implications of different RIA types for the analysis of policy instruments?

  4. Methods • Meta Analysis of existing RIA case studies: univariate and qualitative comparative analysis (QCA) techniques • Scored case studies on the basis of 42 variables; coded relevant variables for QCA • 32 case studies from EVIA, MATISSE (FP7), TEP, and Meuwese (2008)

  5. Findings RQ1 RQ1 - Do the four types of RIA exist in Europe? Find examples of all types: • Political 13 • Bureaucratic learning 13 • Dialogic 5 • Symbolic 17 Many perform more than one role

Findings RQ2 RQ2 - How does interaction among constellations of actors involved in specific appraisals drive RIA towards one type of another? • Different actors apply different meanings – balance of power, resources, issues to be addressed • Art of convening (Rein, 2006) shared notion of RIA • Manipulation of learning

Findings RQ3 RQ3 - What are the scope conditions for the different usages? • Indentified various pathways for using RIA, e.g. - political control (oversight by reg body) = lack of distributive effects, lack of tradeoffs - dialogue = affected industry, distance of elected politicians, constrained resources - bureaucratic learning = early start of the appraisal process, use of external consultants

  8. Findings RQ4 RQ4 - What are the wider political implications of different RIA types for the analysis of policy instruments? - Politics of reframing - Multiplication of meanings - Consequences for the policy mix - Institutional-constitutional implications
