PORTS vs. RE-ASSIGNEMTS • Families should ONLY be PORTED to another PHA if the port-out PHA has the family under a HAP Contract (DRSC Signed). • PHA porting-out MUST contact the receiving PHA to validate their DHAP participation and to let them know about the family port. • PHA’s can only port to DHAP participating PHA’s. See list of participating PHA at: http://www.hud.gov/offices/pih/publications/hurricane.cfm

  4. PORTS vs. RE-ASSIGNEMTS • If the family is not yet under a HAP contract, it should NOT be ported, but RE-ASSIGNED. For requesting a family to be re-assigned to another PHA please email: dhap_rg@hud.gov

  5. STEPS TO PORT OUT 1. Enter the current Contract termination date and click on save current lease. HAP Contract Effective Date Field Used by the PHA to input the Lease Effective Date. HAP Contract Termination Date Field Used by the PHA to input the Lease Termination Date. For PORT-OUTS please enter the date the current HAP Contract ends with your PHA and click the SAVE CURRENT LEASE button, then you can proceed with the port-out.

  6. STEPS TO PORT OUT 2. It is the responsibility of the PHA that is PORTING-OUT to validate and verify which PHA’s are participating on the area where the family wants to move to. You can verify the list at: http://www.hud.gov/offices/pih/publications/hurricane.cfm

  7. STEPS TO PORT OUT 3. It is the responsibility of the PHA that is PORTING-OUT to contact the RECEIVING PHA’s to validate their participation and willingness to accept the family 4. If the PHA Accepts the family you can continue with the PORT OUT, otherwise look for another PHA that is willing to accept it.

  8. STEPS TO PORT OUT 5. Access Lease Record (Confirm 3 boxes are checked). Click “Port Out” button. PORT OUT Button Click this button when a family is under a DHAP Contract (DRSC /Lase Addendum documens are signed) and the family wants to be ported to another location.

  9. STEPS TO PORT OUT 6. Select “Search and Select New PHA” to enter new PHA Name.

  10. 7. Enter at least the first 3 character of the PHA Name to search. STEPS TO PORT OUT

  11. 8. Select the appropriate PHA from the results listing by clicking the Select this PHA button STEPS TO PORT OUT

  12. 9. New PHA information will appear. Enter comment for Port Out, and click “Port Out”. STEPS TO PORT OUT

  13. INCREMENTAL RENT TRANSITION (IRT) • Once a Needs Assessment has been completed in Tracking At A Glance (TAAG) and a family has established the need for the IRT, PHAs will need to update DIS by checking the IRT box and entering the amount the PHA will pay the landlord on behalf of the family.

  14. INCREMENTAL RENT TRANSITION (IRT) The PHA enters here the amount the PHA will pay to the Landlord after the IRT exception is applied.

  15. $50 STEP DOWN STARTING MARCH ‘08 Lease Rent Field PHAs are NOT to update the Lease Rent to reflect $50 decrease. This will be calculated by HUD.

  16. BRIDGE PAYMENT • For Phase 2 Families Bridge Payment will be automatically requested for all families who, as per DIS, comply with the following criteria: • Case B – Family contacted box checked and Case Management Box checked • Case D – Family contacted box checked. • Case E – No boxes checked. • If the family has the three boxes checked, has been EOP, or has the Family Contacted and the Landlord Signed DRSC boxes checked NO Bridge Payment will be requested.

  17. BRIDGE PAYMENT • PHAs must request the landlord to register with Corporate Lodging Consultants (CLC). Landlords must be registered with CLC for payments to be made. • CLC #866-362-0742 (Landlord Support Center)

PHASE II FAMILIES • When signing a new DRSC for your Phase II families, please make sure the lease effective date is on or after 5/1/2008. • The new DRSC and lease addendum documents are posted on: • If the family is a Phase 1 family, the DRSC and Lease Addendum documents for Phase 1 families should be used. http://www.hud.gov/offices/pih/publications/hurricane.cfm

  19. Phase III Families Workaround Household Information Initial PHA will identify Phase 3 Families as “FEMA Phase 3 FEMA” Pre-Disaster Program Type will be listed as until May 2008: FT: Non-HUD Families ( Phase 2) in May 2008 the family will be identified as F3: Non-HUD Families ( Phase 3)

  20. Phase III Families Workaround: Changes to the Household Information: New Program Type until May 2008 DT: Non-HUD Family Assistance ( Phase 2) in May 2008 the family will be identified as D3: Non-HUD Family Assistance ( Phase 3)
