  1. Using the DIS* System Updating Family Information for the Disaster Housing Assistance Program (DHAP) *DIS is accessed in PIC by clicking the “DIS” Link on the left. This used to be the DVP Link that change to read “DIS” January 7 2007.

  3. Household Information • The DIS record lists the head-of-household and other family members. • If the current family composition is different, the family is eligible for the DHAP if the Head-of-Household is still a member of the family. • If the Head-of-Household is no longer a member of the family, the PHA may not transition the family to the DHAP at this time. • The PHA will request a HOH change to Santina Davila at 202-402-2519 or at Santina.Davila@HUD.GOV. FEMA will make the final eligibility determination.

  5. Owner Information • It is important to update the owner’s information including the Tax Identification Number once it is received. • These fields are required for all records. • However, in cases where a DRSC is not signed, the fields will accept any character so that an EOP can be performed.

  6. Updating The IRT Exception

  7. IRT Exception • The Incremental Rent transition (IRT) requirement goes into effect on March 1, 2008 (see PIH Notice 2007-26). • The IRT Exception box should only be checked if a household is excepted from the IRT on the basis of economic hardship as determined by the PHA. • If the box is checked two additional fields will be required: The IRT Date and the IRT Amount which should be the MAXIMUM amount of the lease the PHA will pay.

  8. Updating The Finder’s Fee Box

The Finder’s Fee Box • The Finder’s Fee refers to an additional placement fee to which PHAs are entitled when a family is placed under a DRSC and the PHA has assisted the family in finding a unit. • The fee applies only to the first lease for a DHAP family. • Family that leases in-place the fee is $1000 and the box should be left unchecked. • For all other families the box must be checked and an additional $500 fee will be paid to the PHA.

  10. Updating DHAP Status Indicators

The Intake Box • Checking the box indicates that the PHA: • Contacted the family • The PHA should check the Intake box and update the address information into the system as soon as the family is contacted. • PHAs should not wait to check the Intake box until the family has signed the family certification forms. • Once selected and saved, this indicator is locked and can only be changed by a DIS Administrative user.

The Case Management Box • The Case Management Box can only be checked after the “Intake” box has been checked • Checking the Case Management box, means • The family was briefed on the DHAP • Agreed to case management services • And signed the DHAP family obligations certification • A January 2008 bridge payment will be made if both the “Intake” and “Case Management” boxes are checked and the “Landlord” box is not checked

The Case Management Box • The PHA does not check the Case Management box if the family refuses to sign the family obligations certification • A family that refuses case management obligations is not eligible for the DHAP or a January 2008 bridge payment • In this case the PHA performs an End-of-Participation (EOP) on the family record in DIS no later than December 21, 2007 • Once selected and saved, this indicator is locked and can only be changed by a DIS Administrative user.

  14. The Landlord Box • Select this checkbox to indicate that the PHA • Contacted the landlord and • Verified participation and, • Signed a DRSC with the landlord • Once selected and saved, this indicator is locked and can only be changed by a DIS Administrative user

  15. The HQS Inspection Box • Putting a date in this field means that the PHA has completed the HQS inspection and the unit passed inspection on the specified date. • Once a date is entered and saved, this field is locked and can only be changed by a DIS Administrative User

  16. HAP Calculation Error • An issue has been identified with the HAP Calculation formula on the system. • System is using the old DVP formula. • Temporary fix: For those instances were the Payment Standard is lower than the Rent to Owner, the payment Standard field should be made equal to the Rent to Owner for the HAP to be correctly calculated. • This is only a temporary solution that will be fixed with the May 2008 release.
