On Scene Coordinator • Two or more units on scene • Coordinate activities of units • Designated by SMC IAMSAR Vol. 2, 1.2.4

OSC Selection • CG Resources • Military Units • State & Local Agencies • Civilian Shipping • Local Mariners/Private
OSC Duties • Coordinate operations on-scene. • Receive the SAP or Rescue Plan • Plan the SAR operations, if no available plan • Modify SAP or Rescue Plan as situation dictates and keep SMC advised IAMSAR Vol. 3, Ch. 3

OSC Duties • Coordinate on-scene communications • Primary and Secondary frequencies • Monitor performance of other facilities • Ensure operations are conducted safely • Maintain safe separations among facilities • SAR Operation Risks IAMSAR Vol. 3, Ch. 3
SAR Operation Risks Practical Concerns • Is the distress craft in immediate distress? • Can SRU handle the weather conditions? • Do you have enough information? • Can the SRU realistically be of assistance? • Survivors? Number, and logistics? • Is a helicopter involved? IAMSAR Vol. 3, Ch. 3
OSC Duties Situation Report (SITREP) • Pass key information • Minimum frequency shall be daily • Initial SITREPs with significant info • Voice comms may be used IAMSAR Vol. 3, Ch. 3
OSC Duties Record of Operations • SRU arrival and departure times • Area searched • Track spacing used • Sightings and leads • Actions taken • Results obtained IAMSAR Vol. 3, Ch. 3
OSC Duties • Release SRU’s no longer required • Pass survivor information to SMC • Request SMC assistance when needed • Receive and evaluate sighting reports from all units. • Divert units to investigate as necessary. IAMSAR Vol. 3, Ch. 3
