Lessons Learned • Effective aid in identifying “qualifying proceedings”: • But, 3M is not the “subject” of APA rulemaking • “In connection with” guidelines fit, so far… • Need to clarify that GCC makes this determination • Useful tool adaptable for next phase of FAPIIS implementation
