Governing Legislation Facts • 159 countries invited to nominate for Class of 2012 • Countries invited to participate are selected by: - U.S. State Department and, - U.S. Department of Defense • Each country selected can nominate up to 6 candidates • IAW P.L. 107-107 (Dec ’02), USMA is authorized international cadet strength of 60 in U.S.C.C. • Cannot have more than 3 cadets at USMA at any one time unless granted an exception by DoD

Tuition Waivers • Title 10 USC Sec 4344 – foreign countries must reimburse for tuition cost • Current annual reimbursable cost is $71,033 • P.L. 107-107 authorizes the Secretary of Defense to grant waivers in whole or in part • tuition assistance determined by GNP of country • no waivers for World Bank “High Income Countries” ($11,116 or greater per captia = No waiver)

International Candidate Qualifications • Nomination from foreign government official • International candidate requirements: - 17-22 years of age - Unmarried - Not pregnant nor any legal obligation to support a dependent • Academic qualifications: - An above-average high school or college academic record - Strong performance on SAT/ACT (V=504/M=625) - English proficiency on TOEFL (87/120)

International Candidate Qualifications (cont’d) • Leadership qualifications: • - Active participation in athletic/extracurricular/ and community activities • - Supportive recommendations from school officials/USDAO • Physical qualifications: • - Above-average strength, endurance and agility • - Adequate performance on the CFA • - Certificate of medical fitness from a licensed physician is required

International Cadet Support System (cont’d) • Director of Admissions: • - Provides admissions information and assistance to USDAOs in nominating host nations • - Guidance to the USMA Admissions Committee on: • Assessment of international candidate’s overall record • Selection of international candidate • - Arranges for initial travel to USMA • - Provides international cadet orientation prior to R-day

International Cadet Admissions Sequence • August: • - USMA International Admissions Officer receives list of countries invited to participate (list published by DOD) • - USMA International AO sends Message to USDAOs in invited countries citing critical information and dates in the admissions cycle • - USMA International AO sends applications and instructions to USDAOs in invited countries

International Cadet Admissions Sequence (cont’d) • 31 January: • - suspense for receipt of all nominations from USDAOs • 14 March: • - suspense for file completion • 15 March – 31 March- International AO screens all files, prepares for English AC member • NLT 31 March – SITREP to Director of Admissions on International Cadet program status

International Cadet Admissions Sequence (cont’d) • 1 - 4 April - Review by AC member (Dept. of English) • 4 April - Return of files to International AO • 5-7 April - Prep International files for committee; • 15 April - AC Votes on the Slate • 21 April - SITREP to Superintendent on International Cadet program status • 28 April- USDAOs are Notified

International Cadet Admissions Sequence (cont’d) • Early May: • - USDAOs with nominees who have been selected for admission notify the USMA International Admissions Officer of “accept/decline” decisions • Mid-May: • - USMA International AO sends “admit packages” to USDAOs with nominees who accepted the appointment (“admit package” contains appointment certificates, visa requests, travel orders, plane tickets, International orientation schedule, Admissible Video, etc)

International Cadet Admissions Sequence (cont’d) • Wednesday prior to R-day • - International Cadets travel to JFK or LaGuardia Airports, and are met by the USMA International Admissions Officer • Thursday & Friday prior to R-day • - International Cadet orientation at West Point • Monday, R-day • - International Cadets join the United States Corps of Cadets.

International Cadet Support System • Commandant of Cadets: • - Overall proponent • - Arranges for host sponsors (USMA staff & faculty) • - Assists in travel arrangements during leave periods • Dean of the Academic Board: • - Ensures academic placement and evaluation • - Maintains academic standards for all cadets • - Continual academic monitoring of international cadets

International Cadet Support System • Department of Foreign Languages: • - LE101/102 (ESL) replaces the foreign language requirement. • - International Cadets screened during CBT by the English Department. • - Course focuses on college-level reading, writing, and analysis of text for the non-native English speaker.
