Initiative of law • Initiative of law is one of the most prominent rights of MP's. • They have 2 ways of carrying it over : • Proposals : 166 proposals introduced in 2010 (> ¼ of the laws were proposed by MP's) • Amendments : between 6.000 and 11.000 amendments per year

AMELI = AMEndements En Ligne(Amendments on line) Developed in 2001 to facilitate: • the introduction, • the registration, • the processing, • and the distribution online of amendments
BEFORE AMELI • Most of the amendments were on paper • Senators used to wait until deadline to deposit their amendments to the legislation office • Amendments had to be keyed in and corrected by the legislation office AFTER AMELI • Senators themselves or their staff introduce amendements from their home or office computers • Processing amendments at the legislation office is less time consuming • Amendments are posted on a continuous flow basis
Advantages Thanks to AMELI, the French Senate can : • Implement one of the core principles of its website management : the one that detains the information is the one that puts it online • reduce operational and printing costs • enhance transparency • accelerate the distribution of amendments • facilitate the computation of statistics
Life cycle of an amendment • Writing • Introduction • Registration by Legislation Service • Analysis of the admissibility by Finance Committee • Distribution on the Internet • Elaboration of the roll of examination for Committee and plenary sitting • Making of the final text (including amendments)
Previous step : structuration of the bill • Divide the bill into as many sub-divisions as there are titles, chapters and articles • Done by the Committee

Step 3 :The legislation office numbers the amendments, checks their admissibility and establish the roll of examination
Step 4 :The commission office or the legislation department publishes the amendments online
Step 5 :During the committee meeting or plenary sitting, amendments are either carried on, negatived or dropped
