  2. Strategy Objectives Collect and treat all wastewater according to national standards and regional agreements Reuse treated wastewater for agriculture, industry, and amenity in line with national health and safety standards Recover cost based on the ‘polluter pays’ principle

Main Sector Issues • Lack of pre-treatment policy for industrial wastewater • Excessive delays for projects completionmost projects take more than 10 years to be completed • No wastewater fees to cover the operation and maintenance of the sector • Poor legal and institutional framework • No clear policy with respect to: • Selection of treatment plant sizes and technologies • treatment techniques especially in rural areas • population projection years • Fragmented approach with respect to collection and treatment • No consideration for re-use of treated effluent

Current Situation • Generated wastewater: 310 million cubic • Collected wastewater: 60% • Treated: 8% • Operational treatment plants: 4 • Completed treatment plants but not operational: 7 • Under construction: 6 • Under Design: 17 • Require Funding: 20 • Investments to date: 1.5 Billion USD • Additional funds required for 54 schemes: 1.7 Billion USD • Additional funds for uncovered areas

Sector targets • Increase the present wastewater collection (60%) and treatment (8%) to 80% collection and treatment by 2015, and 95% collection and treatment by 2020. • Increase reuse of treated effluent from zero percent in 2010 to 20% by 2015, and 50% by 2020. • Secondary treatment and reuse of all inland wastewater by 2020, and secondary treatment and reuse of coastal wastewater where reuse is economically justified by 2020 . • Pre-treatment of all industrial effluents by 2020 • Full recovery of O&M costs by 2020 following the ‘polluter pays’ principle.
