About the scheme - I.A.Y A flagship scheme of MoRD. Provides houses to BPL families in rural areas.In operation since 1985-86.Funding shared between the Centre and States :: 75 : 25. Financial assistance revised from Rs.35,000/- per unit to Rs.45,000/- w.e.f. 01.04.2010. Work order :IAY/MoKudia –payment based on availability of fund-except special –”genuine poor case where only Mo Kudia
About the scheme - I.A.Y Allocation for Special Categories : SC/ST - 60% Physically and Mentally Challenged -3% Minorities - 15% Physical Target for 2010-11 already communicated to DRDAs vide Letter No.10992 dated 16.04.2010. Deadline for issue of work orders communicated to all Collectors vide Letter No.11625 dt.21.04.10.
IAY - Instructions Dissociation of J.Es/GPTA from IAY due to tremendous workload. Payment through direct credit of funds to their individual Savings Bank account/Post Office/BC. Allotment of house in the name of Female Members only. Reputed NGOs be involved in credit-cum-subsidy scheme and DRI loan upto Rs.20,000/- . Two year waitlist for IAY beneficiaries. 1997 BPL list left over eligible cases 2002 family survey with 0 & 1 score under House status NREGA worker completing 100 days

State Govt. launched “Mo Kudia” (My House) Scheme from 2008-09. • Meet un-mate need of the most vulnerable households who need immediate shelter for dignified existence. • Rural households whose name does not find place in the BPL list but are otherwise genuine poor. • Amount of assistance is same as that in IAY. Poor women in distress, physically challenged (over 40%), mentally challenged, victim of domestic violence, destitute widows, women-headed households, adult orphans of government registered institution, victims of leprosy and AIDs. • Poor victims of ethnic and naxal violence . • Poor victims of fire or flood. • Tribal households whose houses are “fully collapsed” due to elephant menace. • Primitive Tribe Groups (PTG) given priority without insisting on title of land. Objectives • Promotion of diversified and gainful self-employment of rural BPL HHs for sustainable rural livelihoods • Tapping of emerging wage employment opportunities in the growing sectors of economy 16
Approach • Process Driven • Demand Driven • Dedicated HR Structure • State Mission • District Cell • Block Cell- CRP @ 1 per GP • Preparation of Action Plan - Concrete Work Plan • Convergence with other Programme - All Mission Shakti Groups to be covered - One person from 100 days wage earner Family to be tied up with Skill Training in desired trade - All IAY beneficiaries
Approach • Universal Social Mobilisation • Formation of Activity based Group • Market driven activity to be selected • Prioritise Skill Development of rural Youth • Shift from unskilled labour to skilled labour with the aim of tapping local livelihoods opportunities emerging in other programmes • SHG management and Book Keeping. • Product linkage of SHGs. • Market linkage of products. • Experience Sharing
Dedicated structure • Database of SHG to be developed • NRLM to work as a common platform for social mobilization • Cadre of human resource - in the form of CRPs • Develop a pro-poor inclusion strategy • Develop a convergence policy at the State level STRATEGY
Proposed Guidelines • One time start-up grant of Rs.1000/- to newly formed SHGs. • Revolving funds @ Rs.15,000/- to SHG. • Skill Development Training @ Rs.7500/- per family. • Capital Subsidy to SHG on credit linkage (Rs.2.5 Lakh) • Interest Subsidy upto Rs. 1 Lakh per SHG.
