Background • Robindale Wastewater Treatment Plant (WWTP) was originally constructed in 1980 at a capacity of 5 million gallons per day (5 MGD) • Brownsville PUB completed an expansion to 10 MGD in 1995 by building new parallel treatment facilities. These improvements did not renew or replace the original treatment facilities • Wastewater Collection System modifications • LS 41 reroute of flows completed in July 2009 transferred an average of 1.2 MGD from Robindale to Southside WWTP • Current ARRA construction will transfer LS 33 from Robindale to Southside WWTPs (Approx 0.6 MGD) by Spring 2011 • Current Robindale WWTP Permit has Discharge Limitations of 20 mg/l Biochemical Oxygen Demand (BOD) and 20 mg/l Total Suspended Solids • In mid November 2013, Permit renewal adds an Ammonia Nitrogen discharge limitation of 4 mg/l

Project Needs • Existing facility is not designed to meet proposed Ammonia Nitrogen limit, and WWTP has immediate rehabilitation needs. • Essentially all future growth is anticipated in the north wastewater collection system, which outfalls to Robindale WWTP. • Expansion must facilitate at least 15 years of growth. • Texas Commission on Environmental Quality (TCEQ) pollutant discharge permit requires the following: ActivityDate of Compliance Obtain Plans & Specs Approval May 2012 Commence Construction November 2012 Complete Construction August 2013 Attain Ammonia Nitrogen Compliance November 2013

Key Schedule of Events • Project Delivery Method is Design Build • Proposal Phase is a 2-stage process • October 17, 2010 – Advertised and Issued RFQ • October 28, 2010 – Pre-Proposal Conference and Site Tour • Attendance is Mandatory • November 17, 2010 – Qualifications Response Due • December 13, 2010 – Board Interviews 5 Short-List Candidates and Selects 3 Candidates to Proceed with 30% Design and Estimated Cost (Completion of stage one) • December 14, 2010 – BPUB Issues Request for Proposals for 30% Design and Estimated Cost (Stage 2)

Key Schedule of Events (cont.) • January 6, 2011 – Mandatory Pre-proposal Conference for 3 Design-Build Candidates • March 4, 2011 – Design-Build Proposal Response Due with 30% Design, Preliminary Site Work Package, and Cost Estimate • April 11, 2011 – Board Selects Design-Build Firm for Project • May 26, 2011 – Early Site Work Construction Notice to Proceed • June 17, 2011 – Design-Build Firm Completes 60% Design • July 11, 2011 – Board Authorizes Agreement between parties of Guaranteed Maximum Price • November 1, 2011 – Obtain Final Plans & Specs Approval • July 1, 2013 – Construction Substantial Completion • BPUB reserves the right to adjust Key Events and Date as needed, and BPUB will notify active proposers of any changes as appropriate

Project Status • October 11, 2010 – BPUB Board of Directors approved a Resolution Authorizing Request for Qualifications (RFQ) to Solicit Professional Engineering Services and Construction Contractor Interest to implement a design-build project for the Robindale Wastewater Treatment Plant Renovation and Expansion Project. • BPUB staff is proceeding with a two stage selection process to procure a Design-Build Firm. • Stage 1 RFQ: • Obtain qualifications from prospective D/B candidates • Panel selects 5 top candidates • Board narrows to 3 to give proposals • Stage 2 RFP: • Panel reviews 3 Proposals & makes recommendations to Board who selects the Final Design-Build Firm.

Scope of Work and Funding • Improve Robindale WWTP to a minimum capacity of 12 MGD, up to a maximum capacity of 14.5 MGD and yield a 10/15/3 (BOD/TSS/N) effluent quality. • Estimated Allocation for Design-Build Project is $28,770,000. • Funding sources • 45% is Internal Funds • 55% United States Environmental Protection Agency • Coordinating with Region 6 Office in Dallas, Tx
