Office of the Data Protection Ombudsman/Finland the Spring Conference 2007/Cyprus ATHENS 13-14 November 2006 • The XIV Case Handling Workshop was held in Athens on 13 and 14 November 2006. • There was a significant participation of 64 delegates from 36 national and sub-national DPAs, as well as from the EDPS and the European Commission.
Office of the Data Protection Ombudsman/Finland the Spring Conference 2007/Cyprus ATHENS 13-14 November 2006 The main topics of the agenda included: • initiatives of DPAs in the fields of e-government, • data protection and e-government projects, • video surveillance, • implementing Directive 2002/58/EC, • collection and filing of personal data as well as transfer of personal data for financial/banking purposes, • practices of DPAs on proactive and reactive measures, • various current issues.
Office of the Data Protection Ombudsman/Finland the Spring Conference 2007/Cyprus ATHENS 13-14 November 2006 • The above mentioned topics were mainly case orientated but there were also some topics relating to good practices followed by national DPAs. • The general view of the participants was that the presentations of the agenda topics should be seen as a starting point for a more in-depth discussion in order for the participants to exchange real national experiences on how these issues have been handled or could be handled. Furthermore, it was added that the IT (information technology) aspect of the discussed topics should also be addressed.

Office of the Data Protection Ombudsman/Finland the Spring Conference 2007/Cyprus PROPOSAL FOR CHW-MANDATE FROM HELSINKI 23-24 April 2007 • During the Case Handling Workshop held in Helsinki on April 23rd and 24th, the delegations discussed a proposal to be submitted to the Spring Conference in Cyprus. • The framework of the workshops has been modified over the years to better focus on the handling of cases of general interest and discussing good practices and outstanding issues. The Spring Conference has endorsed this new framework.
Office of the Data Protection Ombudsman/Finland the Spring Conference 2007/Cyprus PROPOSAL FOR CHW-MANDATE FROM HELSINKI 23-24 April 2007 The Helsinki workshop was the 15th of the series, and the participating countries considered that it would be appropriate to profit from all the information and experience gathered in this context with a view to giving more concrete shape to discussions and analyses. The workshop has produced valuable papers and materials over the past years and information has been shared (also via the CIRCA-based network) on several national good practices in many sectors – some of them raising issues that are present in the daily work of DPAs.

Office of the Data Protection Ombudsman/Finland the Spring Conference 2007/Cyprus PROPOSAL FOR CHW-MANDATE FROM HELSINKI 23-24 April 2007 This is why it is proposed that the Spring Conference entrusts the workshop also with the task of carrying out a concrete analysis on outstanding issues, methodological solutions, and workable practices – including the possible development of good practices – in respect of issues of common interest such as, for instance, direct marketing, credit reference agencies, or biometrics applications.
Office of the Data Protection Ombudsman/Finland the Spring Conference 2007/Cyprus PROPOSAL FOR CHW-MANDATE FROM HELSINKI 23-24 April 2007 • The outcome of this activity might consist in a document to be submitted to the annual Spring Conference, outlining the findings and main points raised through the said analysis. • The Case Handling Workshop will take all the necessary steps to ensure that the mandate entrusted by the Spring Conference is fulfilled in the most effective manner.
