WIA And Revising State Negotiated Performance Levels • A Governor may request revisions if unanticipated circumstances arise in a State resulting in a significant change in the factors • The Secretary is responsible for issuing objective criteria and methods for making such revisions • The Secretary is required to collaborate REVISIONS– If unanticipated circumstances arise in a State resulting in a significant change in the factors described in clause (iv)(II), the Governor may request that the State adjusted levels of performance agreed to under clause (iii) or (v) be revised. The Secretary, after collaboration with the representatives described in subsection (I), shall issue objective criteria and methods for making such revisions. Source: WIA section 136(b)(3)(A)(vi)

Significant Change In The Factors • Must be large enough to impact expected year-end performance to warrant changes • The change in the factors may be positive or negative • One or more factors may be impacted by the unanticipated circumstances • Independent effect versus cumulative effect • Multiple measures covering different PYs may be impacted Source: WIA section 136(b)(3)(A)(vi)
