  2. Outline What is and why a (LSMS) Livestock Module ? Approach to design Contents Implementation in Niger, Tanzania and Uganda (between 2011 and 2013) Next steps

  3. What is a LSMS Livestock Module? • Basic set of livestock questions to include in LSMS survey questionnaires ... • asked to: • Relevant sampled population (mixed crop-livestock farmers; agro-pastoralists; pastoralists; etc.) ... • for: • (i) Collecting basic information on livestock; (ii) better measuring poverty / welfare and determinants; (iii) ex-ante simulation / ex-post evaluation of policies / investments

  5. Why a LSMS livestock module? • Systematic evidence comes from regular (and reliable) system of data collection (not project-based) • Censuses (agri / livestock) • Surveys (agri / livestock) • LSMS • Administrative records • Other

  6. Why a LSMS livestock module? Very small herds / flocks Improved understanding of livestock-livelihoods / livestock-poverty linkages • Systematic evidence comes from regular (and reliable) system of data collection (not project-based) • Censuses (agri / livestock) • Surveys (agri / livestock) • LSMS • Administrative records • Other

  7. Why a LSMS livestock module?

  8. Why a LSMS livestock module? 20 % - 80% 17% - 83% 17% - 83% 10% - 90%

  9. Outline Whatis and why a LSMS LivestockModule ? Approachto design Contents Implementation in Niger, Tanzania and Uganda (between 2011 and 2013) Next steps

  10. Approach to LSMS livestock module • 1) Min Liv – Sta Authority - ILRI – FAO – WB • 2) Review of existing hh questionnaires: • demand for info • LSMS questionnaires • LSMS-ISA questionnaires (agriculture) • Specialized livestock questionnaires • 2) Draft ‘livestock moduleS’ • - consultations (IFAD 2011, other) • 3) Livestock module incorporated into LSMS-ISA questionnaires • - Niger / Uganda / Tanzania

  11. Outline Whatis and why a LSMS LivestockModule ? Approachto design Contents Implementation in Niger, Tanzania and Uganda (between 2011 and 2013) Next steps

  12. Contents of LSMS livestock module Objective: collect basic data on livestock better measure poverty / welfare and determinants; ex-ante simulation / ex-post evaluation of policies / investments

  13. Contents of LSMS livestock module Livestock ownership / keeping

  14. Contents of LSMS livestock module Livestock ownership / keeping Inputs

  15. Contents of LSMS livestock module Livestock ownership / keeping Inputs Outputs

  16. Contents of LSMS livestock module Three versions of liv. module Short version basic questions on livestock to include in all LSMS surveys Standard version allow estimations of livestock contribution to livelihoods (cash / non-cash) Expanded detailed questions for all sections: countries to choose

  17. Outline Whatis and why a LSMS LivestockModule ? Approachto design Contents Implementation in Niger, Tanzania and Uganda (between 2011 and 2013) Nextsteps

  18. Why a LSMS livestock module? 20 % - 80% 17% - 83% Before Livestock Module 17% - 83% 10% - 90%

  19. LSMS-ISA livestock-related questions 33% - 67% 29% - 71% After Livestock Module 17% - 83% 10 % - 90% 38% - 62%

  20. Outline Whatis and why a LSMS LivestockModule ? Approachto design Contents Implementation in Niger, Tanzania and Uganda (between 2011 and 2013) Next steps

  21. Next steps • Refinement of livestock modules based on analysis of Niger, Tanzania and Uganda data – policy inputs • Refinement of modules based on ad hoc methodological validations (milk / pastoralism) • Dissemination and adoption of livestock modules by other countries (e.g. Namibia census). • Livestock module in annual agri-survey and as one of the rotational survey in GS
