Why did Montour County want Act 167 Plan? • Area streams and creeks experiencing significant erosion • County experiencing ongoing development pressures • Existing Act 167 Plans Outdated (10 years) • Three municipalities had not “signed on” • Derry Township • Liberty Township • Valley Township

  3. 2004 Stormwater Workshop • Goal • Was to increase participants’ understanding of stormwater management issues, so that future proposed land development projects would be thoroughly and effectively critiqued. • Outcome • Need to update existing Act 167 plans for two watersheds in the county • Desire to create model stormwater ordinance • New Partnership Formed

  4. Partnership • Mahoning Creek Watershed • Montour County Commissioners • Montour Co. Conservation District • Montour County Planning Commission • Pennsylvania Environmental Council (PEC) • Alliance for the Chesapeake Bay (ACB) • Campbell Foundation

Why did PEC get involved? • Typically County Planning Commission facilitates the Act 167 process. • Montour County has limited staff. • PEC, as a non-profit, was eligible for private foundation funding. • Campbell Foundation grants funded PEC staff to act on behalf of the County for Phase 1 and Phase 2 of the Act 167 Plan. • County Planning Commission Director also provided in-kind staff time for the project.

  6. Montour County’s Goals for the ACT 167 Phase 2 Plan • ACB analyzed Montour County codes and ordinances and developed a strategy to reform the codes and ordinances. • County will have a completed Act 167 Plan to manage stormwater, that municipalities will be required to adopt and enforce.
