  3. BACKGROUND Since the creation of the Alliance in 1949, NATO has always placed great emphasis on the protection of populations NATO/EAPC UNCLASSIFIED

  4. CEP AND PfP Following the launching of Partnership for Peace in 1994, many Partner Nations showed interest in cooperating with NATO countries in the field of civil protection and disaster response NATO/EAPC UNCLASSIFIED

EAPC ON 29 MAY 1998 • Recognised the importance of enhanced international cooperation in the field on international disaster relief in the EAPC area, and accepted, … • … as a support and complement to the United Nations, … • … a proposal to establish a regional arrangement NATO/EAPC UNCLASSIFIED

  6. CAPABILITYBUILDS UPON • Existing “NATO Policy on Cooperation for Disaster Assistance in Peacetime” • Russian proposal for “Enhanced Practical Cooperation in the field of International Disaster Relief” NATO/EAPC UNCLASSIFIED

  7. EVOLUTION OFNATO POLICY • Origins: back in 1953 • Premise: capabilities to protect population in wartime can also be used in peacetime • Originally, an assistance scheme amongst NATO members only • Since 1995, Partner Countries on the same basis as NATO Countries NATO/EAPC UNCLASSIFIED

  8. FUNDAMENTAL PRINCIPLES • Responsibility for disaster response is with the stricken nation • Primary role in international response is with the United Nations • EAPC rôle be one of coordination rather than direction • No duplication of efforts or undue delays NATO/EAPC UNCLASSIFIED

  9. TWO BASIC ELEMENTS • Euro-Atlantic Disaster Response Coordination Centre at NATO HQ EADRCC • Non-standing Euro-Atlantic Disaster Response Unit EADRU NATO/EAPC UNCLASSIFIED

  10. RESPONSIBILITIES • In close consultation with UN-OCHA, coordinate response of EAPC nations to disasters occurring in the EAPC region • Act as focal point for information sharing on disaster assistance requests among EAPC countries NATO/EAPC UNCLASSIFIED

  11. DISASTER FUNCTIONS • Consult with the UN on action to be taken • Coordinate international assistance with the UN • Where appropriate participate in UNDAC (assessment) team • Making arrangements for the deployment of the EADRU NATO/EAPC UNCLASSIFIED

  12. DAILY FUNCTIONS • Exchange Information • Facilitate speedy deployment of the EADRU during an actual disaster • Promote interoperability • Coordinate the agenda for international exercises of the EADRU NATO/EAPC UNCLASSIFIED

INVOLVEMENT IN TERRORIST ACTS (CBRN) • Triggered by September 11th, 2001 events in the United States • EADRCC Involvement as a result of NAC decision • Upon request, coordinate consequence response to terrorist attacks - Procedures similar as that for other disasters • Access to Database of national capabilities • Possibility to call upon NMAs (SHAPE) for assistance • Conduct exercises NATO/EAPC UNCLASSIFIED

INVOLVEMENT IN HUMANITARIAN ASSIST. • Triggered by the campaign for Iraq and potential humanitarian requirements in and around Turkey • Not automatic upon request • NAC to provide authority on a case by case basis • Upon NAC authority, coordinate response - Procedures similar as that used for disasters NATO/EAPC UNCLASSIFIED
