Role • The role of preferential procurement is twofold: - Encourages white controlled enterprises to comply with BEE Codes - it also directly supports black enterprise development by ensuring that govt preferentially procures from them
Way Forward • Provincial Departments to use preferential procurement to promote broad-based BEE • Reviewing of current Preferential procurement policy to enhance its broad based impact. • Setting target for increase of procurement from target enterprises (5% during 08/09) • Commission baseline study of the current position in oredr to use as a barometer.
Closing • Govt is the biggest procurer of goods and services in the province. • Critical role in attaining the KZN Strategy objectives and the government’s main RDP objectives. • Siyabonga.
