SMBs In standardization activities • In 2010: Over 28% of ETSI’s members were SMEs • However, in India for example, the participation much lower • Why? ..and How to increase Participation ? • Some attempts to find the answers • Primary question: What is in it for me? Now and/or In future? • What can I gain from participation in the development of standards? • How could I influence the content of a standard?
2011 ETSI study • To evaluate and improve the participation of SMEs standardization: • Online survey of 9000 European SMEs in the ICT industry • Perception of standardization • The barriers they face in participating in standards committees, and • The drivers which encourage them to use standards • Ref: ETSI White Paper No. 6. SMB In standardization: Barriers to participation • Barrier in “getting-in” • Learning the procedures • Identifying the right committee to go to • Not because of a lack of documentation but, • Rather it is observed that the overall process strongly relies on the building of personal relations and of peer recognition • Suggestion • Assistance of a “mentor” who would drive and accompany the newcomers
SMB In standardization: Barriers to participation • The cost: • cost of membership • cost of travels • cost of manpower to prepare and attend meetings • difficulties and uncertainties related to IPR • time required to go through the whole standardization process is long compared to the usual time-to-market of SMEs • Suggestion • Create a “trial” period (x months) during which the SME can • participate in the activities as any other member
SMB: Other barriers to participation • Quantifying the Direct Return on Investment (RoI) and Indirect RoI by participating in standards • Must Have or Nice to have? Just a feather in the cap? • Time-line of RoI • Start-up funding: convincing the investors on RoI, impact on short-term/long term revenue • Difficulty in dedicating the ‘limited’ expert resources in start-up without a convincing ROI/impact on revenue • Changing priories of technology start-ups over the period of standard development
