SOUTH AFRICAN NATIONAL ROADS AGENCY LTD Pavement Research 2000 - 2005
Approach to Technology Development & Diffusion • Infrastructure Cluster • Chair of Pavement Engineering • Technology Transfer Centre • Support to post-graduate students • 5-Year Plan for Pavement Research
Vision and Mission of SANRAL • Vision To be recognised as a world leader in the provision of a superior primary road network in Southern Africa • Mission To be a commercially driven organisation committed to achieving its vision for the economic benefit of the Southern African community through: • A highly motivated and professional team • State-of-the-art technology • Proficient service providers • Promoting the user pay principle
Implications for 5-Year Plan Enhanced effectiveness and efficiency by integrating the performance and economic efficiency of road infrastructure with the needs it should fulfil, focussing on: • Pavement design efficiency • Efficiency of performance indexes • Innovation in design & measurement of performance • Match between materials, technologies and techniques
Pavement Design Efficiency • Development of appropriate criteria and methods of design and whole-life performance assessment of infrastructure
Efficiency of Performance Indexes • Development/refinement of quality concepts (i.e. quality systems, value-for-money, fit-for-purpose, road-user satisfaction) • Understanding of effects of indexes on maintenance & rehabilitation procedures • Innovations concerning the indicators used in PMS and the appropriate use of APT and LTPP data.
Innovations • Searching for environmentally-friendly construction materials and appropriate application • Promote the use of recycled and waste materials • Harmonising the road infrastructure with the environment in which it operates • Road Safety at Construction Sites
Innovations (Cont.) • Limit Road User Delays • Promote Use of Composite Pavements • Address specific Lane Loadings
Vision for the 5-Year Plan Advance technology and knowledge in Pavement Engineering to be a World Leader
Mission of the 5-Year Plan Through a structured and strategic research investment, in partnership with industry, to develop appropriate technology solutions for the benefit of the South African Road Network
Objectives • Encouragement of greater institutional cooperation and coordination • Advance the implementation of performance techniques in order to counter delays in pro active improvements. • Understanding what affects driver behaviour in response to information flows and demand management issues • Developing management and technology systems and solutions • Developing robust performance-based specifications, based on validated in-service performance
Objectives (cont.) • Pursue environmentally-friendly technologies and the use of recycled & waste materials in road construction • Developing decision-support systems with regard to appropriate forms of construction and maintenance to yield specified performance targets • Continue assessment of new forms of road infrastructure financing
Objectives (cont.) • Continuing to develop effective performance management frameworks and associated tools • Develop whole-life costing criteria for structural and social benefits. • Promote whole – life costing techniques to validate solutions
Key Solution: South African Pavement Design, Analysis and Decision Support System (SAPDADS) • Demand: • Stakeholder inputs; • Traffic loading & contact stresses; • Environmental factors. Key Solution: SAPDADS • Supply: • Road pavements and road construction materials: • Property characterisation; • Appropriate specifications; • Construction processes; • Acceptance control. • PMS outputs • Actual loading on pavement • Performance Modelling & Calibration: • Pavement design approach (new & rehabilitation); • Integration with pavement management & performance models; • Calibration of models. • Comparisons between actual and predicted (design versus performance).
Phased Approach • Planning Phase • 3 months • Development of Business Plan • High-Gain Phase • Approximately 3 years • Preliminary outcomes by 2003 • Enhancement Phase • Approximately 2 years • Refinement, validation, packaging & transfer • Final outcomes by 2005
Expected outcomes • Stress-in-motion technology to enhance pavement design systems • Identification & risk quantification, identification & optimisation modules integrated into material design, pavement design & road network management systems • Performance-related material design systems
Expected outcomes (cont.) • Recommendations on the beneficiation of road building materials and on the use of recyclable and waste materials in road construction & rehabilitation • Revised transfer functions for fatigue & permanent deformation • SA Pavement design, analysis & decision support system (SAPDADS)
