2012 World Conservation Congress Jeju Workshop on World Environmental Hub as a Model City in Jeju and Development of Its Evaluation and Certification System World Environmental Hub as a Model City in Jeju September 9, 2012 Dr. Dai-Yeun Jeong Director of Asia Climate Change Education Center
Ⅰ. Readiness of Sufficient Prerequisites to Promote the Project Ⅱ. Overall Framework of World Environmental Hub Ⅲ. Differences from the Existing Eco-Cities Ⅳ. Promotion Strategy and Expected Results Contents
1. International Uniqueness of Nature 2. Environmentally Friendly Socio-Economic Structure 3. Domestic Prestige as an Environmental Hub 4. International Prestige as an Environmental Hub Ⅰ. Readiness of Sufficient Prerequisites to Promote the Project
1. International Uniqueness of Nature o Unique topograhic and geological features as a volcanic island - an oval shaped island formed 1.6 million years ago - aspite-typed volcano - natural landscape from about 360 parasitic volcanos, etc. - lava tube being distributed around the entire of island - the original state of nature is almost preserved with untouched
o Rich biological diversity - Mt. Hallasan as the center of Jeju Island • lower than 600m: warm zone • 600m~1,400m: temperate zone • higher than 1,400m: sub-antarctic zone - overall, subtropical climate - resulted in rich biological diversity in both land and the sea
2. Environmentally Friendly Socio-Economic Structure o Major sources of human-induced impact on environment - production process of secondary industry - citizens’ lifestyle in everyday life o Jeju - GRDP structure: tertiary industry (80%) - citizens’ lifestyle (score at maximum: 100) • consumerism: 48.6 • environmentalism: 70.3 • environmentally friendly behavior: 79.5
3. Domestic Prestige as an Environmental Hub o Central government of South Korea - launched a comprehensive tourism development plan in the 1980s for socio-economic development with the preservation of nature - designated as the model province responding to climate change - designated as the model province of environmental education o A wide range of environmental education is being implemented by - Jeju Special Self-Governing Province - civil organizations - kindergarten, primary/secondary school - 2008: enacted Environmental Education Promotion Ordinance - 2009: established Asia Climate Change Education Center
4. International Prestige as an Environmental Hub o Only one site having earned triple crown in the world from UNESCO - 2002: Biosphere Reserve - 2005: World Natural Heritage - 2010: Global Geopark o Four Ramsar Wetlands o 2011: New 7 Wonders of Nature o A lot of international environmental conferences having been held such as - 2004: Special General Assembly (UNEP) - 2007: The 2nd United Cities and Local Governments World Congress - 2010: The 2nd Ministerial Regional Forum on Environment and Health in South-East and East Asian Countries - 2012: 2012 World Conservation Congress (IUCN)
1. Vision 2. Goal, Principle of Promotion, and Promotion Strategies 3. Examples of Project Being Launched 4. Promotion Period Ⅱ. Overall Framework of World Environmental Hub
1. Vision: The Island of Life, Jeju as the World Environmental Hub o Existence right of both nature and humans o Nature can exist without humans, but humans can not survive without nature o Excessive human intervention in nature is to make fire own house. o Socio-economic development within the carrying capacity of nature o Achieving The World Environmental Hub through adopting the development principle that preservation is prior to development
3. Examples of Project Being Launched by Category o Society - The Best Environmental Education System in the World - environment subject as a compulsory one in primary and secondary school - establishment of Asia Climate Change Education Center - inviting UN World Environment University o Environment - Conservation of Ecological Environment and Expansion of Carbon Sink - expansion of protected areas and integrated systematic management - environmental management system based on environmental resources as a whole - expansion of carbon sink responding to climate change - afforesting ecological marine belt in coast - purchase and conservation of Gotjawal (stony forest) being owned privately
o Economy - Expansion of Energy Independence and New/Recycling Energy Industry - expansion of new/recycling energy supply - construction of SmartGrid-typed electricity network - construction of tidal power generation - construction of bio-gas plant using pork urine 4. Promotion Period: 2011 - 2020
1. Existing Cities (Example) o Korea: Changwon, etc. o Japan: Kitakushu(北九州) o Germany: Freiburg o Brazil: Curitiba Ⅲ. Differences from the Existing Eco-Cities
2. Their Main Profiles Being Promoted o Changwon - Clear Water and Air - Expansion of Green Space - Environmentally Friendly Transportation System - Increase in Re-use/Recycling of Wastes o Kitakushu - Wise Use and Protection of Nature - Reduction of Carbon Emission o Freiburg - Efficient Management of Energy - Efficient Management of Wastes o Curitiba - Management of Wastes - Public Transportation System o Common characteristics of existing cities - uni-dimensional approach - focusing on some components of a reality
3. Jeju Project o Multi-dimensional approach: an integrated framework - covering social and economic factors impacting on the sustainability of environment - basing on the mutual mechanism among the components of environment, society, and economy o Introduction of evaluation system based on indicators - evaluation system based on indicators is internalized - in the process of the project being promoted o Based on the comprehensive realization of sustainable development - conservation of nature - sustainable use within the carrying capacity of nature - introduction of the development scheme based on environmental resources in Jeju as a whole
1. Promotion Strategy o A joint-project for mutual beneficiary o Three organizations - Jeju Special Self-Governing Province - IUCN - Ministry of Environment (ROK) Ⅳ. Promotion Strategy and Expected Results
2. Expected Results as Beneficiaries o For IUCN - not only an organization proposing the ideology of the issues related to environment - but also an organization realizing the ideology - resulted in the promotion of international status as an ideological and practical organization o For South Korea - improvement in the image as an environmentally advanced country - the synthetic and integrated practical country of low-carbon green growth
o For Jeju - a model city realizing the vision and goal proposed by IUCN - the direction and projects based on international standard - increase in the effectiveness and efficiency of promotion - an international model in terms of the process and consequence of promotion - a leading model city toward desirable paradigm - contribution to the direction and content of global ecologicalization through the paradigm “environmentally sound, humanly desirable” Many thanks for your kind listening
