Overview • 28 Defence airfields across Australia • $1+bn projected for AFLD Major Maintenance Program (Capital airfield works) over the next 10 years (excluding new capability projects) • $150+m programmed for routine aircraft pavement maintenance over the next 10 years • Airfield Capability projects
Minor Maintenance • Repetitive and routine Works (every 1- 2 years) • Maintenance of existing wearing courses (including but not limited to surface enrichment, • patching, crack and joint sealing, linemarking, rubber removal, grooving, pavement drain • maintenance, Concrete repair works) • Minor Airfield lighting associated with pavement maintenance • Compliance with MOS139 where opportunities permit for example minor linemarking changes. • Minor or no design work. Technical specification based. • No stakeholder input to Design • To maintain minimum Airworthiness Requirements
Major Maintenance • Used where Minor Maintenance can no longer suffice • Repetitive and scheduled (10 years plus) • Replacement of existing wearing courses. (including but not limited to Asphalt overlay and Rigid pavement reconstruction) • Rework of non compliant flanks and drainage. • Airfield Lighting System replacements (including but not limited to ALER works, pit and duct, primary and secondary cabling, wind socks, and replacement AGL fittings to pavements) • Compliance with Electronic Airworthiness Requirements Design Manual (eADRM) is mandatory. • Technical Airworthiness Record of Decision (TASRoD) required by 50 % design to permit a non compliance with eADRM • Detailed Design Required. • Some stakeholder input to Design. • Minor New work (VFM accessed) less than $13M per project.
Capital Works • Not Repetitive • New Capability (as and when required by Govt) • New rigid and flexible full depth pavement construction • Strengthening or widening Overlay to meet new capability requirements • New Airfield lighting to meet new capability requirements • Extensive Detailed Design required • Delivered by Head Contract or Managing Contract
Airfield Works Delivery • Projects – • CFI, EP, SDD etc • Central Organisation/Node to ensure consistency and compliance, future-proofing • eARDM, MOS139, ICAO • BCA16
National Airfields Maintenance Works Program Purpose: • Maintain serviceability and airworthiness of aircraft movement surfaces, including visual aids. • Prevent degradation of airfield capabilities. Method: • Timely resurfacing / replacement of pavements. • Timely replacement of airfield lighting systems. Outcomes: • WOL asset costs for aircraft pavements and airfield lighting systems are minimised. • Disruptions to aircraft operations are minimised.
National Airfields Projects Responsible for: • Programming and delivery of major aircraft pavement and airfield lighting works on all Defence airfields • Asphalt overlays • Flexible and rigid pavement reconstruction • Airfield lighting system upgrades • Routine pavement maintenance at all 28 Defence airfields every 1-3 years • Annually for main operating bases (Routine airfield lighting maintenance is managed regionally via EMOS to the detail in the AGL Manual)
