20. PERFORMANCE On projects • The Defence Force experimented with Project LEBAKA to confirm the possibility to retrain and utilise soldiers to repair & maintain DOD facilities. • This program was a success and it resulted in the creation of the Defence Works Formation. • A further experiment was done where the Defence Works Formation was given military house in Waterkloof to refurbish after DPW had costed it at RM5.2. • The Defence Works Formation completed the house at RM2.2 (taking into account DOD labour and material cost).

21. PERFORMANCE On projects (2) • Since then the Regional Works Units executed and completed 51 projects in the 9 Provinces and are in the process of executing 75 other projects. • DW Fmn recently executed demolition project at 1 Military Hospital under supervision of TECTURA Consultancy which was estimated by industry at RM8 but the DW Fmn completed it at RM1 (taking into account salaries and material cost).

24. OVERSEE MANAGEMENT AND COMPLETION OF DOD MAJOR REPAIR AND CAPITAL WORKS PROJECTS ON THE SCHEDULE OF DPW

25. PROJECTS EXECUTED BY DPW • Historically the DOD experienced an under-expenditure on Capital and Refurbishment programmes executed by DPW. • With the establishment of the DW Fmn this problem is beginning to be reduced because of the re-establishment of joint liaison forums between the two departments. • Despite progress made at the above-mentioned forums, project execution under DPW remains a challenge.

26. MANAGEMENT & ADMIN program • In conjunction with CSIR the DOD developed a system to update the User Asset Management Plan (UAMP), which provides the DOD with a picture on the location, condition and cost of maintenance and repair of facilities. • DOD also established a system (PREMIS & GIS) which provides the following: • Real time information of all DOD facilities. • Real time facility management. • The DOD has also improved management of municipal accounts and made it possible for easy verification & payment of DOD accounts on time.

MANAGEMENT & ADMIN program (2) • The system made it possible for the DOD to identify assets as follows: • Easy identification of High Sites belonging to the DOD or leased from the private sector. • In the process discovered DOD High Sites utilized by other entities without permission from the DOD. • Established monitoring process that enables lease renewal to commence 18 months prior to expiry thereby reducing month to month renewal of leases from 21 to 7.

DEFENCE WORKS FORMATION IMPACT • The contribution of the DW Fmn towards milestone 1 of the Defence Review ‘Arrest the Decline’ can be summarised as follows: • Impact on the maintenance and repair of DOD facilities: • Executed & completed 51 projects in the past 2 years at a minimal cost. • Involvement of the DW Fmn at the 1st floor 1 Military Hospital saved the DOD approximately RM7 within the first 4 months.

DEFENCE WORKS FORMATION IMPACT (2) • By re-skilling and utilising career plateau soldiers, the DOD benefited in the following: • Trained career plateau soldiers as qualified artisans and engineer technicians. • Underutilised soldiers were used to refurbish facilities at a lesser cost than industry. • By taking soldiers who have reached career plateau from the Services and Divisions, DW Fmn made it possible for Services and Divisions to rejuvenate. • Upon retirement, the re-skilled members would be able to profitably participate in construction industry.

32. DEFENCE WORKS FORMATION IMPACT (3) • DOLOMITE CAPABILITY • DW Fmn is currently developing an internal Dolomite Capability: • Monitor dolomite activity and update a subsidence map. • This provides a proactive tool for subsidence monitoring of an area with problematic geographical attributes. • The Dolomite Project is run in partnership with CSIR.

33. CHALLENGES • The DW Fmn is functioning on a Doctrinal structure and this is under review because it is not aligned with the mandate. • Long lead times of procurement for construction material create delays in the completion of projects.
