New minimum wages in Switzerland • Agreement signed in Feb. 2000 between UIG (union des industries de Genève) et FTMH (Trade-union) • New minimum Mecatronique wages applicable as from 1/1/2000 • New salary levels/category • Introduction of bilateral agreements between Switzerland and EU • Impact on existing contracts : • ~14% of increase • 7 companies concerned • meeeting UIG/FTMH/CERN : progressive introduction = acceptable • Kraftlangen-Thomson has already asked for an increase of 14% • representatives of employees have asked for an immediate introduction of the new salary levels with retroactive effect as from 1/1/2000 J. New minimum wages in Switzerland • Situation with Kraftlangen-Thomson • Kraftlangen-Thomson will cancel the contract by the end of June 2000 if CERN does not accept the min. increase of 14% - S078/EST (Design Work on CERN site)-->June 2001 • ~35 designers on temporary labour contracts would have to be incorporated in S078 • Proposals for a strategy : • launch a call for tender for a new 2nd on-site contract to absorb the ~35 designers • start negotiation with the company (K-T) for some gradual increase till end of June 2001 J. Impact of the 35-hour week in France • 1) Base légale : • 35h /semaine ou 1600h / an • 1/2/00 : entreprises avec > 20 salariés • 1/1/02 : entreprises avec < 20 salariés • limite du nombre d’heures supplémentaires • à partir de la 36ième heure : • majoration suivant barême ou repos compensateur J. Impact of the 35-hour week in France • 2) Conséquences pour le CERN • Le Collectif d’entreprises a demandé une augmentation de 11.4% (=39/35) + coût des frais de gestion • 2000 : année transitoire pour les heures supplémentaires --> augmentation du coût de 1% ne sera pas pris en compte par le CERN • négociation individuelle avec chaque entreprise (en particulier sur la flexibilité du temps de travail) • réunion avec le collectif : 12 mai J. Other subjects • Change of category of personnel of contractors • CERN should have paid only for change of category due to real change of functions • Total increase for S072 : 1 MCHF (~2.1% over 1997-2000) • Total increase for S073 : 0.5 MCHF (~1.5% over 1997-2000) • Situation of contracts S072 (Fabricom) and S073 (Sercom) • unbalanced situation but PS division OK • S072 : 10 MCHF (1st year) ---> 16 MCHF (3rd year) • S073 : 8 MCHF (1st year) ---> 10.5 MCHF (3rd year) • no further recruitment on S072 even to replace someone on that contract J.
