  3. Civil Rights Data Collection (CRDC) Background

  4. Purpose of CRDC • Obtain data on key education and civil rights issues in our nation's public schools • The data collected by the CRDC plays a pivotal role in assisting policymakers, researchers, and others in the education community The CRDC is a mandatory data collection, authorized under the following statutes and regulations: • Title VI of the Civil Rights Act of 1964, • Title IX of the Education Amendments of 1972, • Section 504 of the Rehabilitation Act of 1973, and • The Department of Education Organization Act (20 U.S.C. § 3413). The regulations implementing these provisions can be found at 34 CFR 100.6(b); 34 CFR 106.71; and 34 CFR 104.61.

Structure of the CRDC • CRDC data are based on two points in time: • Enrollment/placement data as of Count Day • Cumulative data for the entire school year • CRDC data are based on two levels of data: • LEA (CSI) data • School level data NOTE: The data being collected in Spring 2019 are from the 2017-2018 school year. NOTE: Most of the data is pre-populated by CDE (and additional fields are pre-populated by CSI)

CRDC Timeline • 2/8: Collection system opens for Colorado • 3/20: Have 100% of Fields Completed (schools must submit data for all applicable fields by this date) • 4/12: CRDC Errors Resolved • 4/19: CRDC Signed Certifications Due It is strongly encouraged that schools begin reaching out/collecting the necessary data as soon as possible to ensure adequate time to review data for accuracy prior to the certification deadline.

CRDC Timeline with Optional Progress Checks • 2/8: Collection system opens for Colorado 2/20: • Log in to the online system to confirm you have access to your school • Look over the data that is missing from each module (and existing errors within each module) and connect with appropriate school staff so they can get you the information • Let your school’s HR/Finance staff know what data you will need from 2017-18 to complete the Expenditure (this one may take time!), School & School Support Staff, & School Security Staff modules. 3/1: Complete Single-Sex Interscholastic Sports, Justice Facilities, Internet Access Modules, which should be fairly quick to complete. Resolve any errors as they pop up. 3/15: Go through any other modules that aren’t 100% complete to complete them. Work on resolving existing errors. • 3/20: Have 100% of Fields Completed (schools must submit data for all applicable fields by this date) • 3/22: Continue to resolve any remaining errors • 4/12: CRDC Errors Resolved • 4/19: CRDC Signed Certifications Due It is strongly encouraged that schools begin reaching out/collecting the necessary data as soon as possible to ensure adequate time to review data for accuracy prior to the certification deadline.

CRDC Data • Of the 1645 data fields, 97% have been pre-populated by CDE/CSI • Remaining fields • Include questions with skip logic • Require info about: • Participation in credit recovery programs (1) • Single sex academic courses/athletics (18) • AP course self-selection (1) • Staff information (FTE, expenditures, absenteeism) (12) • Behavior (1) • Justice facilities (8) • Internet access (5) • Any Existing Errors from pre-populated data !

  16. Verify/Create Your CRDC Account • You should have received an email from CRDC. • Click the “Account Confirmation Link” to verify your account. • If you did NOT receive the email, contact Janet Dinnen at janetdinnen@csi.state.co.us

  17. Accessing the CRDC Data Entry Module • https://surveys.nces.ed.gov/CRDC • Log in by filling out your username (email address) and password (which you created during the verification process).

  19. Warnings vs. Errors • Similar to Data Pipeline: • Errors must be satisfactorily addressed by updating your data (or providing an explanation in rare circumstances) • Warningsshould be carefully reviewed to ensure your submission accurately reflects your school’s data
