EEC Policy and Research Committee Work in progress toward a Birth to Eight Licensure Strategy March 4, 2013
What is the B8? • A strategy to provide a credential for educators who meet specific qualification; for Educators working with children between birth and eight years old across multiple sectors. • A guide which will set standards for higher education, and other technical assistance providers, regarding the knowledge, skills, abilities and experience required for effective practice. 2
Key Alignment Areas for the B8 Credential • EEC Core Competencies • Early Learning Standards for Infants and Toddlers, Preschool Learning Guidelines, MA Curriculum Frameworks PK – 3, Head Start Frameworks, STE(M) • QRIS • EEC Licensing Regulations • Screening and Assessment that supports teaching and learning and measured growth (Arnett, Gold, WSS, CLASS, ECERS etc.) • Specialized Knowledge in development, literacy and numeracy
How would B8 credential be organized? • B8 I = Associate Degree plus demonstrated effective practice • B8 II = Bachelor Degree plus demonstrated effective practice • B8 III = Masters Degree plus demonstrated effective practice The degrees related to the field are the entry point, not the single driver, of the credential. 4
The B8 system would require IHEs to • develop programs that are aligned with the credentials through : • Certificates • Associate degrees • Bachelor degrees • Graduate and Post Graduate degrees 5
The EEC Policy Opportunity • EEC will become responsible for approval of IHE programs of study related to Early Education and Care and Out of School Time. • EEC will develop a credential for effective educators. • EEC will create standards for core knowledge, skills and dispositions of effective faculty, consultants and mentors.
