Space within FP6 Rationale • More stringent society demands on Environment and Security: reliability, availability of information, awareness and decision making. • Further access to positioning, navigation and timing services. • Initiate the implementation of the European Space Policy “Space has the potential to become an integral component of the Union’s core policies. The first benefits of such a development are already highlighted by GALILEO and GMES initiatives….”. • European level RTD effort on Space applications : • to complement the European Space Agency programmes • to complement the national programmes. • to consolidate RTD initiated in FP5
Space Workprogramme within FP6 Objectives • To meet society’s needs on environment and security • To promote applications using positioning, navigation and timing services • To promote satellite communications in specific domains Research & Development Areas • Integrate data, models and processes in the application fields of the Global Monitoring for Environment and Security initiative (GMES) • Development of user segment elements and services of Galileo • Integration of broadband satellite telecommunications (Satcom) with GMES and Galileo.
Space Workprogramme within FP6 Approach • Classical Instruments for : • Coordination of GMES and Satcom activities throughout the workprogramme span from system, overall architecture and interfaces viewpoints. • Other targeted research as appropriate • New Instruments for : • focused downstream research and development, • integrated critical mass around Application Fields, • getting benefits from existing results from all levels (EC, ESA, national)

FP6 - Space/GMES Workprogramme General information • Nine GMES priority themes covered by six Application Fields, to avoid fragmentation and to focus on thematic aspects. • Co-ordination with ESA on GMES Services element and synchronisation with GMES Action Plan through: • cross participation to evaluations • new milestone in FP6 1st Call contracts and contracts negotiations • FP6 1st Call budget allocation kept significant to keep the EoIs momentum and get benefit from existing experience to ensure earliest visibility. • Specific mention to SMEs participation. • International Cooperation is expected as appropriate.
FP6 - Space/GMES Workprogramme General information(cont’d) • Risk Management • Humanitarian Assistance identified explicitly as one of the areas benefiting from the Risk Management IP. • Complementarity between Space (integration) and IST (upstream research and technology). • Land Cover & Vegetation (LC&V) • upstream research continues on Global change & ecosystems • Space ensures integration of LC&V applications in one IP. • Ocean and Marine applications • same remark as Land Cover & Vegetation • Atmosphere • the IP remains at the 2nd Call (2003), as initially foreseen. • Security • definition of scope and boundaries with inputs from the GMES Steering Committee Security WG.
FP6 - Space/GMES Workprogramme General information(cont’d) • Proposals characteristics for IPs • should include activities for: • the build-up of capabilities (skilled manpower, processes and processing systems, external interfaces, management) able to provide information to Users • the concrete demonstration of the pre-operationality of the overall system • should address the organisation and interactions of the overall targeted system: The vision of the future (in 3-4 years time). • All sub-Application Fields mentioned in the work programme should be covered in the corresponding Application Field IP. Timely prioritisation is possible. • There will be one winner for a given IP (structuring effect of the new FP6 funding instruments).

Research Domains: Applications & services User segment Standardisation and certification Deployment of local components FP6 - Space/Galileo Workprogramme Research Objectives: • Develop applications and services making use of satellite positioning, navigation and timing infrastructures. • Demonstrate the ability to provide safe, efficient and cost effective positioning, timing and navigation systems. • Extend the use of navigation technologies.
FP6 - Space/Galileo Workprogramme 1st Call • Prepare the User Segment for the In Orbit Validation (IOV), develop breadboard and prototype Galileo receivers, prototype Common Building Blocks for the Local Elements, prepare dedicated test campaign for different applications; • Assess the GNSS SoL applications using the EGNOS Signal in Space (SIS) (practical test on integrity and accuracy); • Continue the effort on horizontal activities (user segment road map, standardisation, certification, legal, market analysis, Local Elements support for various markets, Galileo Services assessment); • Support dissemination tasks, harmonise activities and facilitate the co-ordination to be performed by the Galileo Joint Undertaking.
FP6 - Space/Galileo Workprogramme Subsequent Call • Assess results of the 5th Framework Programme Pilot Projects, the outcomes of the First Call projects and the SoL applications assessments. • Use User Segment prototypes during the IOV (operations of the deployed Local Elements, test with Galileo prototype receivers, SoL applications with GPS/EGNOS/Galileo); • Develop breadboard/prototype User Terminals integrating Galileo, GPS, GSM, GPRS, UMTS and other receivers and sensors; • Prepare the Galileo service framework (GOC, Added-value service providers, users) for the different aspects technical and non-technical;
FP6 - Space/Galileo Workprogramme Subsequent Call(cont’d) • Optimise the Service chains (Galileo Service Centre, Service Providers, Users) for each assessed Galileo application; • Prepare the GNSS SoL application certification; • Other objectives will be identified on the basis of the outcomes of the GalileoSat programme, FP6 1st and 2nd Call-related initiatives, and the Galileo IOV campaign.
