Greenhouse Gas Research: Present Situation and Perspectives for the FutureGiovanni ANGELETTI Environment and Climate Systems UnitEnvironment DirectorateResearch DG, European Commission CARBOEUROPE-IP, Levi, 14 November 2005
Integrated Projects supported within the FP6 “Carbon and Nitrogen Cycles” area • CARBOEUROPE - IP: Assessment of European Terrestrial Carbon Balance, started on 01/01/2004, budget: 16.3 M€ • CARBOOCEAN - IP: Marine carbon sources and sinks assessment, started on 01/01/2005, budget: 14.5 M€ • NITROEUROPE - IP: The nitrogen cycle and its influence on the European greenhouse gas balance, under negotiation, likely starting date 01/02/2006, budget: 16.6 M€
Other projects (SSP) and Specific Support Actions (SSA) within the “Carbon and Nitrogen Cycles” area • INSEA, a SSP on GHG mitigation in agriculture and forestry, started on 01/01/2004, budget about 1.5 M€ • NEU-CO2-III, a SSA on a network dealing with non-energy use and CO2 emissions, started on 01/09/2004, budget about 0.3 M€ • PAN-AMAZONIA, a SSA on networked science on carbon cycle in Amazonia, started on 01/01/2004, budget 0.4 M€
CARBOEUROPE-IP Main remarks from the first year review • Clearly expressed objectives • More emphasis on fuel emission mapping, global outreach, dissemination of knowledge to developing countries • More collaboration with Eastern Europe • More Eastern sites into component 2 “Atmosphere” and involvement in component 4 “Integration” • Delays in some components that could affect components 2 and 4 • Work Plan for following 18 months is satisfactory • Positive comments on the scientific management, consortium, partnership, use of resources and links with policy (COPs)
CARBOEUROPE-IP Some observations on the review and follow-up • Contractual deadlines respected • Serious delays in payments • Updating of Work Plan and CPF where necessary • Choice of reviewers for next period • Application of clause 39
COP11 Side Event on “European Greenhouse Gas (GHG) Budget: State of the Art” Montréal, 2 December 2005 Presentations on: • Present knowledge about the European GHG budget – Summary of Spello Conference (R. Valentini) • Towards robust GHG monitoring – Recommendations from Amsterdam workshop (H. Dolman) • Extreme weather events – Estimates of 2003 drought effects (Ph. Ciais)
4th Call, 2005Deadlines 3 November 2005 / March 2006 GHG related topics • Regional carbon and greenhouse gas budgets (STREP/CA) • Atmospheric composition change: cycles of methane, nitrous oxide and hydrogen (STREP/CA) • European atmospheric observation systems (IP)
Building the ERA of Knowledge for GrowthProposal for the FP7 2007 - 2013 Cooperation – Collaborative research Ideas – Frontier Research People – Human Potential Capacities – Research Capacity + JRC (non-nuclear) JRC (nuclear) Euratom
Cooperation – Collaborative research 9 themes • Health • Food, Agriculture and Biotechnology • Information and Communication Technologies • Nanosciences, Nanotechnologies, Materials and new Production Technologies • Energy • Environment (including Climate Change) • Transport (including Aeronautics) • Socio-Economic Sciences and the Humanities • Security and Space
6. Environment including climate change Climate change, pollution and risks Sustainable Management of Resources Environmental Technologies Earth observation and assessment tools
Climate change, pollution and risks • Pressure on environment and climate: Functioning of climate and the Earth system: development of integrated research to observe, analyse and predict the evolution of the Earth System; measures of adaptation and mitigation to climate change and its impacts; development and application of climate change models from global to sub-regional scales to predict changes and to assess potential impacts; … • Environment and health: Multidisciplinary research to effectively tackle the health impacts of various environmental stressors; … • Natural hazards: Improve prediction and integrated hazards – vulnerability – and risks assessment and mapping for disasters related to climate (storms, droughts, floods, forest fires and landslides) and geological hazards (earthquakes, volcanoes and tsunamis); …
Pressure on environment and climate Issues to be considered and further developed • Interactions between climate change, land surface and the ocean • Changes in atmospheric composition and water cycle, including sources and sinks of GHG • Pollution in air, soil and water • Impacts on biodiversity and ecosystems
Earth observation and assessment tools • Development and integration of research activities into the Global Earth Observation System of Systems (GEOSS) • Focus on climate change, natural hazards, ecosystems, natural resources, water, land use and biodiversity • Assessment tools for quantification of environmental policy contribution, e.g. models that consider links between economy, environment and society and strategies for adaptation / prevention
