FP7 - Needs and expectation of domestic researchers Djordje Markez Ministry of Science and Technology of Republika Srpska (MSTRS)
Background • First activities started in 2005 – five focal points at public Universities in B&H. • First focal points at UNIBL (RS). • Promoting activities within NIP BiH. • Limited participation of domestic researcher in FP5 and FP6. • No support from relevant Ministries. • Financial support from ADA and consultative workshops with FFG, APRE, NCP Slovenia, NCP Slovakia, etc.
Activities performed • During 2005 and 2006: training of Focal Points as well as communication established with research community in B&H. • Usual communication: mainly face-to-face and e-mail. • Focal points - lack of knowledge and expertise. • “Low level” of services offered by Focals. • RTD Data base developed – major success! • On 2007, MSTRS directly involved in supporting of NCP structure.
Development of CPM center • From May 2007, MSTRS strongly support of NCP structure and promotion of FP7. • MSTRS, together with Universities of East Sarajevo and University of Banja Luka started the project “Development of capacities of scientific, research and HE institutions in Republika Srpska for participation in international programmes”. • Project started in December 2007. • Pilot faze of “CPM Project”- last one year, until December 2008.
Development of CPM center… • Aim of Project : Strengthening of HE and R&D institutions, but also other institutions in RS, for participation in EU programmes for science and HE (FP7, TEMPUS,COST, etc.) and to improve international co-operation of these institutions. • Role of CPM - technical assistance to all potential users in Republic of Srpska (public and private universities, research institutions, public institutions, governmental institutions, SMEs, NGO, etc) • For period of two years (2007-2009) CPM center has organized more than 70 different training and workshops – more than 1000 participant from 163 institutions.
RTD institutions lacks • Low level of participation of domestic RTD institutions in FP7. • Poor participation of SMEs. • Inadequate RTD infrastructure, especially at Universities. • Lack of partner connections. • Language barriers. • Inadequate financial support. • Lack of relevant information on call for proposals.
Future challenges for NCP • NCP BiH - phase transition : “Dissemination” →“Specialization”. • New demands for NCP (organization of different events, focus on networking, policy actions, etc.) • Multitasking approach in service delivering. • Researchers needs evolved: Previously: Demands for general information, e.g. rules for participation or BiH eligibility in FP. Today: Specific partner search; Cost calculation; Reporting to EC; Negotiation with EC; Identification of suitable CfP; Spec. support measures from Ministries; etc.
