  3. Population 100,000v170,000 All rural v 90,000 urban Waste, cleansing (streets, toilets, office), grounds v Waste only, no cleansing Risk Averse v What risk?! Lib Dem v Conservative Start date 2011 v 2013 ………But financial necessity! Lots in Common?

  4. Joint Procurement – Challenges? • Serving two masters? • Finance • S151 on board? • Procurement expertise • Legal • Critical, but instruction from two LAs? • Administration/Project Mgt

  5. What’s Been Achieved? • Via competitive dialogue procurement process: • Awarded to Kier Street Services, on time • Delivered £500k p.a. saving to NNDC • Built-in Flexibility • Huge scope for innovation and profit sharing

  6. Opportunities and Innovation • Innovation • Joint street and grounds teams, area based • Local pride - operatives and community • Faster response and more efficient • Cleansing • Output specs for key areas….but risk and cost? • Better support for flytipping/litter initiatives • Qualitative inputs – cleansing of toilets

Opportunities and Innovation • Opportunities • Partnership spirit in commercial contract • Driving costs down and sharing savings • Shared work with Town and Parish Councils • KLWN recognise just how expensive in-house is!!!! Ultimately, just another way of working differently…..its not rocket science!
