Electric Vehicle Submetering • Use meters in the vehicle or charging station to bill PEV subload on a separate tariff • Avoids second meter cost and installation delays • Provides customers with billing flexibility • Supports EV charge service provider business models • Supports deployment of evolving technologies • Direct PEV load measurement useful for LCFS credits, future road taxes, and other purposes. • Could support vehicle roaming
Decision 11-07-029 Requirements • Customer-owned submeters • Consider multiple contexts, such as multi-dwelling units and non-residential applications • Support the use of submeters in various locations (vehicle, stand-alone, charging station) • Include the California Department of Food and Agriculture, who maintains authority over certification • Examine the use of mobile detachable meters • Should not ‘prejudge the merits or functionality of future technology developments’ • May or may not be HAN enabled
Submetering Timeline • One publicly noticed workshop before October 31. • Utility report on the workshop 15 days after its completion • Roadmap report by Dec. 31, 2011 • Submetering protocol by July 31, 2012 • Support the use of submeters in multiple locations • determine technical performance requirements • Determine minimum communication functionality • Establish data management requirements • Address dispute settlement • Adhere to national standards • Submit tariff sheets by September 1, 2012
Workshop Goals • Identify submetering implementation issues • Discuss proposed use cases and identify additional ones • Engage stakeholders and get feedback • Understand certification process for customer-owned submeters • Discuss future steps for engaging stakeholders in the protocol development process
