Collaborative Partnerships and Promotion of Innovation- Key Actions • Systematic coordination of research and development programs across all four agencies under the Ministry Transport and Communication • Creation of a “Virtual Research Centre” together with the government funding agency Tekes • New collaborative initiatives to involve the industry in research programming, funding and implementation • Common research programming across three transport modes (road, rail and sea) • Designing research programs on the basis of a) FTA’s strategic objectives, b) focused research themes and c) research needs • Implementing pilots in maintenance contracts and investment projects • A study on improving innovation activities in FTA • A clear shift in focus from building new capacity to better utilization of the existing capacity • Strong effort in upgrading traffic management systems and adoption of ITS solutions The Finnish Transport Agency

Roles and objectives of the “Virtual Research Center” Public organizations (=client) – define research topics and provides funding Research organizations – know-how, networks, partnerships, implementation • Coordinate long term planning • Increase networking • Involve the industry • Promote joint preparation of research programs • Get a wider range of experts involved • Promote the establishment of consortiums • Access a wider range of funding opportunities • Develop knowledge centers and clusters • Reduce unnecessary competition
